Development Objective

This DPL operation is aimed at assisting the Chongqing Municipal Government in the adjustment to the new Budget Law that promises to limit subnational borrowing going forward and achieve fiscal sustainability. The majority of finance in China is at the lowest (district) level of Government. Thus, the achievement of fiscal sustainability in Chongqing Municipality is thus inseparable from the effective monitoring and regulation of district finances. Chongqing has chosen Daduko district as a pilot district for the focus of this operation, which will support the transition to a new model of incentives and contraints to ensure the success and financial sustainability at the district level. This will involve specific PFM reforms, including a fiscally sustainable MTFF and 3-year rolling budget in Daduko District.
