The Government ofChina has applied for financing in the amount of US$100 million equivalentfrom the Global Environment Facility toward the cost of the Green Energy for Low-Carbon City in Shanghai Project, and it intends to apply part of the proceeds to payments for goods,works, related services and consulting services to be procured under this project.

A US$100 million IBRD loan will be on-lent by the GOC to Shanghai municipal government, then to Changning district government,and finally to the two Participating Financial Institutions (PFIs): SPD Bank and Bank of Shanghai (BOS). These two banks in turnwill lend the funds to eligible ESCOs(including leasing companies), building owners, building developers, property managementcompanies, EE/RE equipment vendors, government agencies, government end users, anddistributed generation operators for low-carbon investment subprojects. Small andmediumsize enterprises (SMEs) would likely make up the bulk of the sub-borrowers. The PFIs' on-lending rates will bedetermined based on market conditions and will adequately cover the financial and operatingcosts and provide for a reasonableprofit margin for the PFIs. The PFIs have also agreed to match the amounts of their respective IBRD loanallocations for low-carboninvestments. The sub-project beneficiariesare also expected to contribute 20 percent of project costs in equityinvestments in thebuilding retrofit component, totaling US$46 million.

Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurementof Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers" dated January 2011, and is open to all eligible bidders  as defined in the guidelines. Consulting services will be selected in accordance with the WorldBank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers" dated January 2011.
