EGCB-G2: Supply& Installation of an Enterprise Resource Planning (ERP) and Enterprise Asset Management (EAM) System

Purchaser: Electricity Generation Company of Bangladesh(EGCB) Ltd.

1.       This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this projectthat appeared in UNDB online (DB Reference No: WB6355-11/13) on November 20, 2013.

 

2.       The Government of the Peoples' Republic of Bangladesh has received financing in the amount ofUSD 350 million equivalents from the World Banktoward the cost of the Siddhirganj Peaking Power Project, and it intends to applypart of the proceeds to payments for goods, works and consulting services to be procured under this project. The project is underimplementation and major contracts have been awarded for power plant construction.

 

3.       The Electricity Generation Company ofBangladesh (EGCB) Ltd. serves as the implementing agency for the project; and is an enterprise of the Bangladesh Power DevelopmentBoard. EGCB Ltd. now invites sealed bids from eligible Bidders for Supply, Installation& Implementation of a Commercial of theShelf (COTS) Enterprise Resource Planning (ERP) and Enterprise Asset Management (EAM) Systemincluding project management, equipment supply, installation, implementation, customization, integration,training and support.

 

4.       The ERP-EAMsystem will be implemented at the following site locations in Bangladesh in the Phase I Implementation - (i) Siddhirganj 2x120 MW Simple Cycle(Gas Turbine) Power Plant, (ii) Haripur 412 MW Combined Cycle Power Plant (CCPP) and (iii)EGCB Corporate Office, Dhaka. Phase II implementation will cover Siddhirganj 335 MWCombined Cycle Power Plant (CCPP).

 

5.       Procurement of the contractfinanced by theWorld Bank will be conducted through the procedures for a single-stage bid as specified in the World Bank'sGuidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and is open to alleligible biddersas defined in the guidelines that meet the following minimum qualification criteria:

 

·         Bidder must have been in operation in the field of IThardware [Blade Server, Storage, DC/DR, Networking etc.], ERP& EAM software and ERP & EAM implementation servicesbusinessfor a minimum of five (5) years; In case of consortium or joint venture each partner must have been in operation in thefield of IT hardware [Blade Server, Storage, DC/DR, Networking etc.] or ERP & EAM software business or ERP & EAMimplementation services business for aminimum of five (5) years and together should meet all these criteria.

 

·         In case of consortium or joint venture, the Lead Partnershould be in the ERP & EAM Implementation services business.

·      During the past five (5) years, the Bidder must have completed at least two (2) successful contractsinvolving implementation, development, installation and support for COTS ERP & EAM system with a minimum value of 4 million USDeach; and at least one (1) ERP & EAM system with valueof at least 4 million USD that is fully operational for a powergeneration entity.

·         Bidder shall demonstrate average annual business turnoverof at least 25 (Twenty five) million USD in last five (5)years from IT business.

·         Bidder shall demonstrate availability of liquid assets of$3 million. 

·         Bidder's software and implementation servicesgroup eachmust be certified by valid SEI-CMM level minimum 3.

·         Bidder's hardware group must be certified by valid ISO9001:2008.

·         Bidders must ensure local support in Bangladesh in awritten form for the ERP & EAM software package being offered in their bid and have local capability for the specified postimplementation warranty support.  

·         Bidders must ensure local support in Bangladesh in awritten form for all hardware, network equipment, operating software, database management system, application software, ERP &EAM and any other hardware and system management software component being offered in their bid by furnishing copies of all legaldocuments andexperience certificates executed among the support participants and providers. All support participants and providersmust have local offices and support teams operating in Bangladesh in last five (05) years or more.

·         The ERP & EAM software package(s) proposed must beincluded in the most recent Gartner ERP Magic Quadrant report (in Leaders, challengers, visionaries' quadrant).

·         The hardware package(s) proposed must be included in themost recent Gartner Magic Quadrant report for hardware (inLeaders quadrant).

·         The proposed COTS ERP & EAM Software should have atleast 10 live references in total and at least 5 live references in power generation plants with single unit capacity of more than100MW (thermal power plant) for at least 5 years.

·         The onsite Project Manager must have a minimum of 10 years'experience with at least Two (2) successfully completedERP & EAM project as project manager. Project manager must have at leastfive years (5) of experience with the proposed ERP & EAM solution. Experience with ERP & EAM implementation in the energysector or power generation company would be preferable. Project manager must be an employee of the bidder'sorganization.

 

6.       Interested eligible Bidders may obtain further informationfrom Electricity Generation Company of Bangladesh Ltd. and inspect the bidding documents at the address given below from 9:00 am to5:00 pm. Apre-bid meeting will be held on 11.00 am, August 7, 2014 at CorporateOffice, EGCB Ltd. with the potentialbidders.

 

7.       A complete set of bidding documents in English may bepurchased by interested Bidders on submission of a written application to theaddress below (letter or email) and upon payment of anonrefundable fee of BDT 10,000 or USD 145. The method of payment will be in the formof

 

a.        A payment order or demand draft infavor of the 'Siddhirgonj 335 MW Combined Cycle Power Plant Project'.

8.       Bids must be delivered to the address below at or before 11am(BST) on September 09, 2014. Late Bids will not be accepted. Bids will be opened in the presence of Bidder's representatives whochoose to attend at the address below at 11:30 am (BST) on September 09, 2014. Late bids will not beaccepted.

 

9.       Bids need to be secured by a bid security. The amount ofBid Security required is USD One hundred thousand ($100,000) or BDT EightyLac (80,00,000).

 

10.    Website publication of bid document will be available in PDF format on EGCB websitefor all visitors. Please note that bidders must purchase bid documents to be eligible for bid submission.

 

11.    The attention of prospective Bidders is drawn to (i) the fact that they will be requiredto certifyin their bids that all software is either covered by a valid license or has been produced by the Bidder and (ii) that violationsareconsidered fraud, which can result in ineligibility to be awardedWorld Bank-financed contracts.
