This request for expressions of interest follows the general procurement notice forthis project that appeared in Development Business, December 2012.

 

The Government of India (GOI) has received a Credit from International Development Association (IDA)toward the cost of the Rajasthan RoadSector Modernization Project (RRSMP), and it intends to apply part of the proceeds for consulting services. The Consulting Services("the Services") include "Road Safety Education and Awareness Program"inPublic Works Department, Government of Rajasthan, Jaipur.

 

The objective of the assignment is to contribute to the reduction of road traffic accidents andfatalities through launching an education and awareness program. This objective will be achieved through addressing the followingkey areas.

  • Develop and disseminate information on the risks associated to road traffic, good practices inroad safety among rural and semi-urban population.
  • Promote safe road user behaviour, improve knowledge and change road safety habits/attitudes ofroad users.
  • Develop rural representatives as mentors and communicators to spread awarenessabout variousaspects of road safety among rural population.
  • Make communities aware that road safety issues are a major communityconcern
  • Activelyengage community in identifying their road safety problems andsolutions
  • Develop capacity and establish linkages with road safety institutions enablingthem to assistthe communities to plan, manage and sustain their own road safety initiatives
  • Educate people about proper use of available roadsafety engineering facilities
  • Make drivers aware about road safety

The scope of the services shall also include but not limitedto:

 

1.     The NGO will develop a Model Awareness Program (MAP) for dissemination at thePanchayat/Block level. MAP would inter-alia cover Audio visual presentations, Films in local language, Interactive games, quizzes,Folk songs.  Also, NGO would put value addition in the Print materials already available with thedepartment.

2.      MAP should essentially comprise of the followingcontents:

Sensitization of community to road safety

·        Localscenario of road safety highlighting issues around the community.

·         Importance of road safety: social, economic, psychological impact

·         Roleof community in building sensitivity

·         Reallife case studies and discussion

Knowledge and Education

·         General road and traffic rules

·        Importance of helmet use, seat belt use, giving right of way to traffic, obeying traffic lights and signageetc.

·         Safety measures to be taken on Highways

·         Legal/Motor Vehicle Act provisions

·         Emergency response contact numbers and resources

·         Managing traffic and school access point

First-Aid Training

·         Importance of 'concept of golden hour'

·         Introduction of vital organs

·         Sensitizing and educating medical emergencies and "early response"

·         Activation of emergency services and saving life

·         Demonstration and practical hands on training of Cardio Pulmonarycerebral Resuscitation (CPCR) and other life savingtechniques.

3.     To disseminate MAP in all the panchayats HQ covering 33 districts of Rajasthan State.The 33 districts are under the following seven zones:

o   ZoneAjmer: Districts  (a) Ajmer  (b) Bhilwara (c) Nagaur  and (d) Tonk

o   ZoneBharatpur: Districts  (a) Bharatpur  (b) Karauli (c) Dholpur and (d)Sawaimadhopur

o   ZoneBikaner: Districts  (a) Bikaner  (b) Churu (c) Hanumangarh and (d)Sriganganagar

o   ZoneJaipur: Districts (a) Jaipur (b)Jhunjhunu (c) Sikar (d) Alwar and (e) Dausa

o   ZoneJodhpur: Districts (a) Jodhpur (b)Barmer (c) Jaisalmer (d) Jalore (e) Pali and  (f) Sirohi

o   ZoneKota: Districts (a) Kota (b) Baran (c)Bundi and (d) Jhalawar

o   Zone Udaipur: (a) Udaipur (b) Banswara (c) Chittorgarh (d) Dungarpur (e) Pratapgarh and (f)Pratapgarh

 

4.     To Monitor and Evaluate theOutcomes. For this purpose, the NGO willdevelop a robust Monitoring and Evaluation (M&E) methodology to assess the following expected outcomes in the said seven Zones

  • Behavioural outcomes:Change in road crossing behaviour, awareness andunderstanding of pedestrianissues, speeds, drunk driving, traffic rules etc.
  • Policy related outcomes: Change due to implementation of infrastructure enhancements, change in policies related topedestrians.
  • Overall outcomes: Change in fatalities and serious injuries from traffic accidents

The consultancy contract period is expected to beabout 48months.

 

The Government of Rajasthan through the Chief Engineer (PMGSY), PWD Rajasthan nowinvites eligible Non-Governmental Organizations ("NGOs") to indicate their interest in providing the Services. Interested NGOs should provide information demonstrating that theyhave the required qualifications and relevant experience to perform the Services. The shortlisting criteriaare:

a)      General experience in the design and implementation of Road SafetyEducation and Awareness campaign; preferably among rural and semi-urban masses in the last 5 years

b)      Have Registration/Affiliation with appropriateauthorities.

c)      Experience in conducting first aid training in the last fiveyears

d)     Experience in development of innovative communication program andtraining programs focusing on vehicle drivers.

e)      Experience of spreading Road Safety Education and AwarenessProgram  in India (Rajasthan oradjoining/neighbouring states experience is an added advantage)

NGOs should provide informationsuch as their roles in executing the above services whether a sole provider or a partner in a joint venture; in the latter caseindicate percentage by value of its share of services provided; provide details of scope of services of each assignment todemonstrate suitability for present assignment. Statement of related assignments completed five years, (in joint venture for eachfirm), supported with completion certificate of the Employer of the services.

The attention of interested NGOs is drawn to paragraph1.9 of the World Bank's Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank'spolicy on conflict of interest.

 

The NGOs may associate with other NGOs in the formof ajoint venture or a sub-consultancy to enhance their qualifications. The duties, responsibilities and powers of the lead partner shall bespecifically included in the MOU / agreement. It is expected that the lead partner wouldbe authorized to incur liabilities and toreceive instructions and payments for and on behalf of the Joint Venture. Each PWD Zone will havea separate contract and overallthere will be seven such contracts. An NGO having capability and spare capability to deliver multiple contracts simultaneously, canexpress their interest for more than one suchcontracts. However, if a NGO is short listed for more than one contract, it will bemandatory required to provide separate teams for each of the contract at the time of submission of proposals at RFP stage.

 

NGO will be selected in accordance with the Quality and Cost Based Selection (QCBS)method set out in the Consultant Guidelines.
