TRANSMISSION EFFICIENCY PROJECT (TEP)

SUB-PROJECT:  500/220kV Nho Quan – Phu Ly–Thuong Tin transmission Line

Loan No.:              8417-VN-TEP

Contract Title:Package NQPLTT-G06: Supply and Delivery of Conductors and Earthwires from Nho Quan (ĐĐ) - G4A, G33- 500kV Thuong Tin Substation (ĐC2) and Move 110kV Transmission Line.

Reference No:       NQPLTT-G06

                                      

1.  The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of 500/220kV Nho Quan – Phu Ly–Thuong Tin transmission Line, and intends to apply part of the proceeds toward payments under the contract for Package NQPLTT-G06: Supply and Delivery of Conductors and Earthwires from Nho Quan (ĐĐ) - G4A, G33- 500kV Thuong Tin Substation (ĐC2) and Move 110kV Transmission Line.

2. The Northern Vietnam Power Projects Management Board-Branch of National Power Transmission Corporation (EVNNPT-NPMB) now invites sealed bids from eligible bidders for Package NQPLTT-G06: Supply and Delivery of Conductors and Earthwires from Nho Quan (ĐĐ) - G4A, G33- 500kV Thuong Tin Substation (ĐC2) and Move 110kV Transmission Line.

Delivery Period for package is One hundred and Fifty (150) days.

Qualifications requirements include, inter alia, following key criteria:

a) Experience Capacity:

  • For Lot 6.1: Supply and Delivery of Conductors and Earthwires from Nho Quan (ĐĐ) - G4A

Bidders must have successfully completed within the last five (05) years (from 2013 up to now), as supplier, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 430,000 equivalent. The similarity shall be based on the physical size, complexity, methods/technology and/or other characteristics described in Section VII, Schedule of Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be accepted. As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.

  • For Lot 6.2: Supply and Delivery of Conductors and Earthwires from Nho Quan G33- G42

Bidders must have successfully completed within the last five (05) years (from 2013 up to now), as supplier, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 818,000 equivalent. The similarity shall be based on the physical size, complexity, methods/technology and/or other characteristics described in Section VII, Schedule of Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be accepted. As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.

  • For Lot 6.3: Supply and Delivery of Conductors and Earthwires from G42 - 500kV Thuong Tin Substation (ĐC2) and Move 110kV Transmission Line

Bidders must have successfully completed within the last five (05) years (from 2013 up to now), as supplier, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 360,000 equivalent. The similarity and/or other characteristics described in Section VII, Schedule of Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be accepted. As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.

 

 b) Financial Capacity:

  1. Bidders should have a minimum average annual turn-over, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years, of at least:
  • For Lot 6.1: USD 1,074,000 equivalent;
  • For Lot 6.2: USD 2,044,000 equivalent;
  • For Lot 6.3: USD 898,000 equivalent;
  1. On all of lots, For Joint Venture, all partners combined must meet the requirement, with one partner meeting at least 40% and each member meeting at least 25%.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, January 2011  (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below from 08:00 hours to 16:00 hours, Hanoi time, starting from 11th day of April, 2019  to before 9h00 AM on 23rd day of May, 2019 (except weekends and Holidays).

5.  A complete set of bidding documents, in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non refundable fee of USD 200 or VND 4,200,000 for the whole package. The method of payment will be by cash, bank draft or check to:

  • Account No.10202-0000 25360-5 (in USD), Swift code: ICBVVNVX106 - Vietinbank Hanoi branch; The Northern Vietnam Power Projects Management Board - Branch of National Power Transmission Corporation; or
  • Account No 114000009146 (in VND). The Northern Vietnam Power Projects Management Board - Branch of National Power Transmission Corporation - Vietinbank-Hanoi Branch.
  • The document may be sent through courier for an additional fee of USD 100 (international delivery) or VND 1,000,000 (domestic delivery). No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below on or before 09:00 hours on 23rd day of May, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 09:00 hours on 23rd day of May, 2019.

7. All bids must be accompanied by a Bid Security in the amount specified as below:

  • For lot 6.1: USD 11,000 or VND 251 million or equivalent amount in a freely convertible currency.
  • For lot 6.2: USD 21,000 or VND 477 million or equivalent amount in a freely convertible currency.
  • For lot 6.3: USD 9,000 or VND 210 million or equivalent amount in a freely convertible currency.
