Water Security and Canal Protection PROJECT

The Government of Kosovo has applied for financing in the amount of Euro 22 Million from the World Bank toward the cost of theWater Security and Canal Protection Project, and it intends to apply part of the proceeds to payments for goods, works, relatedservices and consulting services to be procured under this Project.


The objective of the Project is to contribute to restoring the Ibër Canal to itsoriginal capacity to improve water resource management for various canal water users in Central Kosovo. The implementing agency forthe Project is Iber-Lepenc Company (ILC). The project will includethe following components:

Component 1: Infrastructure Rehabilitation and Modernization

This component includes financing works for re-establishing the Iber canal transit capacity, enablingclosure of the canal formaintenance, strengthening the canal structural safety against extreme events, and enhancing Gazivoda damsafety. This component will mainly rehabilitate the open-air sections of the canal (e.g. through canal lining, treatment of joints,repair of abutments, cuttings, aqueducts,culverts). In addition, by constructing a new balancing-and-emergencyreservoir in Mihaliqarea, the project will enable the Iber-Lepenc Company (ILC) to cut the canal flow whenever needed to rehabilitate the canal'sclosed sections or amid extreme events and balance water demand and supply over the 2035 horizon. 

Component 2: Water Resources Protection and Management

This component includes financing works forwater resources protection and management, toincrease the Gazivoda-Ibër system operational efficiency and to protect the canal ambient water quality (against renewed oraccidental pollution and other man-madedisruptions).  The worksinclude selective fencing and covering of certain canal sections. A relatively advanced SCADA will be installed given theimportance of the canal, including instrumentation for optimized operational schedule of the Gazivoda reservoir and its downstreambalancing reservoir in Pridvorica, integrated with the canal SCADA.


Component 3: Project Management, Coordination, Monitoring, and Evaluation

This component will cover overall project management as well as coordination among the different ministries/agenciesinvolved in water management as related to the IL Canal. The activities financed by this component include capacity building of ILCincluding competitively-selected consultants for detailed design and supervision, M&E, dams Panel ofExperts (PoE), andtailor-made training courses on canal technology and water management.

Contracts to befinanced under the Project would include:


-          Quick works, including slab, retaining wall and otherworks

-         Canal lining and other rehabilitation works

-         Gazivoda safety and other headworks rehabilitation

-         New Water storage reservoir


Goods Contracts:

-         SCADA Electro-mechanical equipment

-         Pump station in Mihaliq 

Consulting Services contracts:

-         Design and implementation Technical Assistance consulting firm, including construction supervision

-          Dam panel of experts

Procurement of contracts financed by the World Bankwill be conducted through the procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works andNon-Consulting Services under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers  (January 2011, revised July 2014), and is open to all eligible bidders  as defined in the guidelines. Consulting services will be selected in accordancewith the World Bank's Guidelines: Selection and Employment of Consultants under the IBRD Loans and Ida Credits and Grants by World BankBorrowers (January 2011, revised July 2014).


Specific procurement notices for contracts to be bidunder the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will beannounced, as they become available, in UN Development Business and project portal and in local newspapers.
