ASSIGNMENT TITTLE: CONSULTANCY SERVICES FOR PLANNING, FEASIBILITY STUDY, DETAILED ENGINEERING DESIGN AND BIDDING DOCUMENTS FOR INTEGRATED DRAINAGE ANDESILIENT URBAN UPGRADING IN ZANZIBAR TOWN

1.         The Government of Zanzibar (GoZ) thhorough Ministry of Finance and Planning has rece TZ-MOFEA-ZNZ-75823-CS-QCBS

1.&ved financing (AdditionalFinancing) from the World Bank toward the cost of  & Services Project (ZUSP) and intends to apply part of the proceeds for theconsulting services for Planning, Feasibility Study, Detai led Engineering Design and Bidding Documents for Integrated Drainage andResilient Urban Upgrading in Zanzibar Town. The expected im plementation period of the assignment is estimated as twelve (12)months.

2.       &nbs p;  The main objectives of the assignment are to reduceflooding, expand basic service delivery and improve living conditions i n Zanzibar Town through integrated urban upgrading andstormwater management in priority drainage areas.

3.  &nb sp;      The consultingservices (the services) shall include but not limited to the following Key Activities:-

·       Updated flood analysis, hydrology and hydrological studies for ZanzibarTown,

·       Feasibility study for drainage and upgrading interventions based oncomprehensive urban planning,

·       Detailed area urban upgrading plans combining ppri comrity drainage and ‘liveability’ upgrading interventions in seven drainage systems within the Urban WestRegion,

p>·       Detailed urban architectural and engineering designs, designguidelines, bidding docu ments, operations and maintenance plans, and environmental and social due diligence for proposedinvestments,

·&nbs p;      Provide training and learning opportunities to the client formanaging implementation of upgrading areas to ensure sustainability ofinvestments,

4.         The Ministry of Finance and Planning now invites eligibleconsulting firms (Consultant) to indicate their interests in providing the services. Interested co nsultants should provideinformation demonstrating that they have the required qualifications and relevant experience to perform theservices. The shortlisting criteria are:-

·        The consulting firm or firm s should have aminimum of 15 years’ experience with urban infrastructure design and planning and have successfully completed at least threesimilar assignments in developing countries within the last 10 years.

·      ;  Proven experience in complex integrated urban engineering design including infrastructure, drainage, roads, sanitationetc.

·        Technical and managerial capability of the consultants/firms to execute the assignment

·        At least three examples of preparing urbaninfrastructure projects using participatory urban planning and urban design methods,

·     p;&nbs infras;  Partnerships with locally-based firms or community organizations specializing in urban upgrading, housing,and/or comm development would be an advantage.

·        Experienced ingrass-roots participa tory planning and community engagement

5.         Theattention of interested cons ultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January 2011, revised July 2014, setting forththe World Bank's policy on con flict of interest

6.         Consultants mayassociate with other firms in the for m of a joint venture or a sub consultancy to enhance theirqualifications.

7.       &nb sp; A Consultant will be selected in accordance with theQuality and Cost Based Selection (QCBS) method set out in the consultant Guidelines.
