Gender Advisor (Nat ional Consultant, Full-time)


The Ministry ofIndustry and Commerce (MoIC) of the Government of Lao P DR has received financing from the World Bank and Australia toward the costof the Lao PDR Competitiveness and Trade Project (LCTP),and intends to apply part of the proceeds for consultingservices.


The NIU is now seeking an experienced ind ividual for the position of Gender Advisor to supportoverall project implementation. The objective of this assignment is to providethe NIU (MOIC) with gender technical and analyticalsupport with respect to creating a gender strategy and mainstreaming gender int o all TRTA executed by NIU, including theimplementation and monitoring of the LCTP.  The specific objectives include the follo wing:

  • To establishstructures and processes that will promote effective mainstreaming of gender in the LCTP programmeand in the TRTA ofNIU
  • Improve staff members appreciation, understanding, awareness and capacities to integrate gender inall aspects oftheir work.

The services of the Gender Advisor are required for an initial period of 12 months with p ossibility forextension based on performance and business needs. The Gender Advisor will be based at NIU in Vientiane, Lao PDR. TheGenderAdvisor will be based in the National Implementation Unit/TECD, Department of Planning and Cooperation, Ministry of IndustryandCommerce. And the Gender Advisor will work under overall supervision of the NIU Manager and work on a day-to-day basis with theNIU team, IAs and other short-term and long-term technical assistants. In order to qualify for this position, thecandidates shall meet the following experience and competence requirements:

  • Minimum Master degree in social sciences,, especi candidatlly gender studies, preferably with a specialization in project cycle management orcommunication;
  • Minimum seven t ars of increasingly responsible professional experience in gender.
  • Provenexperience in gender mainstreaming, preferably i n trade programmes.
  • Thorough understanding of the gender context inLaos, and experience working and skillfully building r elationships with government institutions, international or non-governmentalorganizations supporting gender and development work;
  • Familiarity with gender analysis tools andmethodologies;
  • Strong communication skills, including speaking and wri ting in both English and Lao languages, andability to liaise and build relationships with various stakeholders, including governmen t and private sector;
  • Stronginterpersonal skills, results oriented, displays tact, diplomacy, and cultural sensitivity; a bility to work in a complex,cross-cultural working environment;
  • Computer literate (Microsoft Office package).


The Consultant will be selected in accordance with the World Bank 'Procurement Regulations forIPF Borrowers, July 2016, revised November 2017 edition, under Individual Consultants (IC) selection method. The attention of interees IPed Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the said Regulations, setting forth the World Bank’s policyon c flict of interest.
