1.          The Government of Nepal, has been allocated grant funds (the “Grant”) from the International Development Association which are administered by the International Development Association (IDA (the “Bank”) and executed by the Ministry of Finance, department of Customs, a Sub-project office of Nepal-India Regional Trade and Transport Project (“the Client”). The Recipient intends to apply the funds to eligible payments under the contract for which this Invitation for Bids is issued.

2.          GoN, Mininstry of Finance, Department of Customs, acting on behalf of Government of Nepal invites Sealed Bids for the following Contract:

3.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures following Government of Nepal’s PPA and PPR provisions and as per financing agreement with The World Bank.

 

4.       Eligible Bidders may obtain further information and inspect the bidding documents at the office of the Department of Customs, Tripureshwor, Kathmandu, Nepal or may visit the e-procurement section of public procurement monitoring office's website https://bolpatra.gov.np/egp.

 

5.       Bidding documents may be purchased on or before 6th May  2018 during office hours from the address as given below by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee as mentioned in the above table. If so requested, the Bidding Documents may also be sent by post/courier services upon payment of additional cost of NRs. 5000.00. However, the Employer will not be responsible for delay or non-delivery of the documents so sent.

In the event bidding document are secured by download from the referenced website, payment must still be made for a submission to be responsive. Bidders must provide proof of payment with their bid submission.

6.       Bidders who choose to  submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from  E-procurement section of PPMO’s Web Site http://www.bolpatra.gov.np. Bidders, submitting their bid electronically, shall deposit the fee (as specified above) of bidding document in the account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

7.        Bids must be valid for a period of  90 days counting from the day of bid opening and must be accompanied by bid security  from "A" class comercial bank, which shall be valid for minimum 120 days counting from the day of bid opening.

8.       If the Bidder wishes to submit the Bid Security in the form of cash, the cash should be deposited in RastriyaBanijya  Bank, Teku, Dhaurati Account No. 1700203 and submit the original copy of receipt of the deposited amount of cash along with the bid. The scan copy of receipt of bid security must be submitted at the time of bid submission for electronically bid submission process. 

9.       Pre-bid meeting shall be held on the 17th April 2018 at Department of Customs.

10.    Sealed Bid must be submitted to the Department of Customs Tripureshowor, Kathmandu or https://bolpatra.gov.np/egp/ on or before 12.00 hours on  7th May  2018. Documents received after this deadline shall not be accepted.

11.    Bids shall be opened in the presence of Bidders' representatives who choose to attend at 13.00 hours on 7th May  2018 at Department of Customs, Tripureshowor

12.    If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.

13.    The Purchaser reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
