  1. Expression of interest

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES).

The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.

The appointed International Architectural Consultant will work in close collaboration with the project specialists of LEARN to develop these prototype designs. Additionally, the consultant will coordinate with the consulting firm during the project development and documentation phases, and will collaborate closely with the Chief Engineer of Component 2 throughout the process.

II. Requirements to the consultant

The International Consultant should have the following qualifications:

  1. A higher education degree in architecture;
  2. A minimum of 15 years of professional experience in architecture
  3. Proven experience in designing and constructing educational institutions
  4. Expertise in developing optimal, cost-effective designs for new educational facilities, in line with the latest international standards
  5. Experience in designing and constructing educational institutions in CIS countries will be considered an advantage;
  6. Knowledge of construction technologies and standards in CIS countries will be an asset;
  7. Strong communication and design skills, with the ability to work both independently and as part of a team;
  8. Proficiency in using AutoCAD, ArchiCAD, 3D Max, and Microsoft Office programs;
  9. Knowledge of the Russian language will be considered an advantage.

Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
