The overall aim of the 10-year National Early Childhood Development (ECD) Program is to contribute to the attainment of human development goals by providing services that ensure survival and promote physical and mental development of Filipino children, particularly those who are most vulnerable and disadvantaged. A corollary goal is to establish an effective partnership between national and local Governments in the provision of ECD services.
