FES MEDINA REHABILITATION PROJECT

'The objectives of the project are to assist in the conservation and rehabilitation of the Medina of Fes, with particular attention to its historic built heritage and urban environment, through the expansion and acceleration of ongoing conservation efforts, the consolidation of partnerships between the private and public sectors, and the alleviation of poverty through community development and the promotion of new growth oriented activities'(Schedule 2, Description of the Project, Loan agreement, Loan 4403-MOR)At MTR the Bank and the Borrowers agreed that in view of different arrangements made or to be made for the implementation of the urban environment activities by the Municipality, the related loan proceeds would be reallocated, with the exception of those activities already carried out (elimination of solid waste stocks). Private sector contributions were expected at the time of project design for the construction of parking garages, that were not considered any more feasible within the scope of the project by MTR. The formal restructuring of the project that occurred in December 2003 at the time of project extension reflected these changes, and the Loan Agreements were consequently amended.Therefore, since the MTR, the project is primarily focusing on:a) housing rehabilitation b) the implementation of the emergency network within the Medina; c) the implementation of the access roads to the Medina; and d) the completion of civil works related to public spaces and gardens, and tourism circuits
