THE PROJECT WOULD PROVIDE FUNDING FOR EQUIPMENT,CONSUMABLES, TECHNICALASSISTANCE AND FELLOWSHIPS. IT WOULD HAVE THREE COMPONENTS SUPPORTING(A) BUILDING CAPACITY TO REFORM THE FINANCING AND MANAGEMENT OFHIGHER EDUCATION & RESEARCH; (B) PRIORITY UNDERGRADUATE PROGRAMS SEL.THROUGH COMPETITIVE FUNDING MECHANISMS, & (C) POSTGRADUATE ANDRESEARCH PROGRAMS SELECTED THROUGH COMPETITIVE FUNDING MECHANISMS.
