Development Objective

1) Greatly improve postal service by expanding its coverage and quality while achieving major efficiency gains and introducing new products and services in response to growing client needs. Extremely poor service quality and coverage would be replaced by faster, more secure mail delivery for almost all citizens, with an increase in the variety of services provided.2) Increase private sector participation. Two separate actions will be undertaken to increase private sector participation. Firstly, the management and operations of the existing post office will be transferred to the private sector in two phases. During Phase 1, a Delegated Management Arrangement (DMA) in the form of a performance-based, incentive management contract that will lead to private management of the newly corporatized post office; and in Phase 2, the deepening of the involvement of the private secor in the form of a Long Term Arrangement (LTA). Secondly, there will be further deregulation of postal products, with new private operators entering the market.
