THE PROJECT WOULD SUPPORT IMPLEMENTATION OF AN INDIVIDUAL TRANSFERABLEQUOTA SYSTEM AND OTHER MEASURES ASSOCIATED WITH IMPROVED, SUSTAINABLEFISHERIES MANAGEMENT INCLUDING ASSISTANCE TO DISPLACED WORKERS.8/6/2002 - THIS PROJECT WAS APPROVED BY THE BOARD BUT NEVER SIGNED.
