Market framework in pilot provinces established through laws and regulations. | Value | No evidence that market framework is in place | Substantial evidence. | Renewable Energy Law (REL) enacted and Implementat |
Date | December 31, 2005 | April 4, 2011 | March 30, 2010
Comment | There is ample evidence that a market framework has been established, not only in the provinces, but nationwide. The RE Law wasadopted in Feb. 2005, became effective in Jan. 2006 and was amended further in December 2010. It was complemented by rules andregulations, and targets set in the 11th FYP. |

Date | December 31, 2005 | April 4, 2011 | March 30, 2010
Comment | The REL and related regulations provide the legal framework for the development of renewable energy, making project approvalprocedures clearer and more transparent. The outcome of strong government support for renewable energy development has been asignificantincrease in renewable electricity capacity and electricity production. Total RE capacity which already is 2.5 times morethan the target for the end of Phase 1. |
Improved quality and reduced cost among manufacturers and service providers in wind and biomass | Value | No evidence that cost and quality is improved | In progress. | Substantial evidence, through technical and soical |
Date | December 31, 2005 | April 4, 2011 | September 30, 2010
Comment | There are around 40 wind turbine integrators, of which 20 produce MW scale wind turbines - a substantial increase from 2005. Thenumber of biomass boiler manufacturers increased from 1 in 2005 to 5 in 2008. There has been an overall improvement in quality ofwind and biomass equipments in China, particularly through support under CRESP.At present, the leading domestic wind turbinemanufacturers, in particular the proponents of CRESP, have received design certification by international certification bodies, andthey areworking on type certification as well, meaning that their products have met high international standards. CRESPsupported one ofthe proponents to implement the biomass gasification generation project which has the largest installation capacityin the world.Since 2008, the average price for wind turbine in China has decreased at an annual rate of around 1,000RMB/kW.Currently, the bidding price for concession has declined to approximately RMB 4,000/kW or even below. |
