Coral Reef Rehabilitation and Management Program Phase II

Abstract*

This Second Coral Reef Rehabilitation and Management Project is the second phase of a fifteen-year Adaptable Program Loan (APL), a lending instrument selected because community-level interventions aimed at enhancing capacity for resource management, and changing behavior patterns from destructive to sustainable practices, require significant time and effort. The long-term objective of the project is to establish a viable, operational, and institutionalized...

Development Objective

The objective of the proposed loan, credit and GEF trust fund grant is to establish viable reef management systems in at least six priority Districts, through a financially sustainable program that is nationally coordinated but decentralized in implementation, in order to empower and to support coastal communities to sustainably co-manage the use of coral reefs and associated ecosystem resources, which will revive damaged or preserve intact coral reef ecosystems and in turn, enhance the welfare of these communities in Indonesia.

CommentBaselines for treatment group established at different times in different sample sites and districts. Baselines for control sites(outside COREMAP managed sites) are still under development. The results are mixed, with some districts showing average increases in CPUE between 2006 and 2008, and others showing a decrease(although a decrease may still reflect improved outcome over control area). Results are not clear and we will need disaggregateddatafor each district (that is, data from each community over time) to run statistical analysis.Although CPUE is expected to increase in the sample sites, a decrease could still represent improvement if CPUE at controldeclinesby a greater amount.

    DateMarch 17, 2005July 5, 2010December 31, 2011
CommentThe baseline values need to be obtained from LIPI. We have formally requested these and are waiting for the data from LIPI. On10/20/10, LIPI advised the Bank that they cannot provide baseline data outside the project managed area. This will need to bereconstructed from the literature on average values of live coral cover on Indonesian reefs by province, if available.Another year of monitoring results will be important, as well as obtaining values for control sites outside of the COREMAP managedareas to compare coral cover on reefs within the project area vs. those outside the project areas. It may be necessary to getthesedata from the literature or other sources, as general controls (baseline data on reefs outside the project area) were not partof the original design.Rigor of assessment is dependent on obtaining values for control reefs (i.e., background rates of coral cover) at approximatelyTime 0 and at end of Project.
