The Rural Investment Project for Azerbaijan aims to help households in rural communities complete micro-project investments to improve living standards and aims to increase the use of infrastructure services. The project has two main components plus a project management Component. Component A, Infrastructure, funds grants for approximately 350-450 rural infrastructure micro-projects.     CommentEndline evaluation indicates strong influence from project participation in the community decision making. In project villages,there has been a very significant improvement in the community’s influence in the decision making process at the evaluation stageas compared to the baseline stage. On an overall basis, 54% (baseline = 30%) of respondents attested to influence in the decisionmaking process. In control villages, on an overall basis, only 28% (baseline = 27%) said they had influence in the decision makingprocess.

    CommentFor all key infrastructure facilities the time spent on access has significantly declined in the evaluation stage, as compared tothe baseline stage, due to the subprojects. The % change, on an overall basis, is as follows: paved access road (25% decline intime to access it), schools overall (49% decline), community center (20% decline), clinics (18% decline), village hospital (44%decline),central transportation point (51% decline), domestic water supply point (72% decline), parks (36% decline), and marketingpoint (59%decline in time).
