    CommentFAs established, key staff appointed and other staff appointed and/or transferred from MFW branch offices that are now rolled intothe FA; awareness program on roles and responsibilities conducted and FA operations manual that was prepared by SMART translatedinto Arabic. Statistics on catch and value at project sites are regularly provided by the PSC, with data obtained from the FCs, MFWand now in some cases from the FAs—these values are more-or less in line with the targets. Though FAs have been established, theyseem to be operating on an ad-hoc basis. The new Fisheries law has been delayed because of the NDC and the current law does notrefer to their existence. Similarly, the licensing system is not initiated and the new law will include the issue of licensing andtaxes. The FA for the Nishtoon fisheries ports has taken over management and oversight—one of the tasks of the FA, and theAl-Khawbah contract has now been completed and will be taken over shortly by the Red Sea FA. In order for the FAs to functionindependently and smoothly with other stakeholders (FCs), clarity will need to come from NDC on the jurisdictions and functionsbetween federal and state entities, which will have implications on the FAs and their mandates. Accordingly, these aspects will bereflected in the new law.

Similarly, target for May 2012 should have been US$50M (actual was approx US$44M);targetfor Dec 2012 should have been US$100M (actual was approx US$95M); target for Dec 2013 is US$200M.As per results framework, increase from Dec. 2012 to Dec. 2013 was projected at $100M.
