Laguna de Bay Community Carbon Finance Project

Development Objective

The Community Development Carbon Fund (CDCF) was conceived to simulate the trading of carbon emissions reduction credits as envisioned under the Clean Development Mechanism (CDCF) of the Kyoto Protocol. The CDCF focuses on purchasing emissions reductions exclusively from small-scale CDM-eligible projects that result in community benefits. The proposed 'Laguna de Bay Community Carbon Finance Project', will allow the purchase of emissions reduction credits by the CDCF from small-scale watershed interventions implemented under the World Bank Laguna De Bay Institutional Strengthening and Community Participation Project (LISCOP). The main activity of the project will be to implement a set of small-scale projects that both have environmental benefits to the watershed and result in a reduction in greenhouse gas emissions. With technical support from the Laguna Lake Development Authority (LLDA), the projects will be implemented by local governments with community involvement. Potentially eligible projects include: livestock manure management (biogas methane capture); waste management (small landfill gas, composting facilities and wastewater treatment); and land use change and forestry (agroforestry, urban forestry, riparian revegetation) (see Annex 1 for examples). LLDA will act a the intermediary to undertake carbon trading for the aggregated projects. The project will also establish a mechanism in which the money from the carbon credits could be used for operational costs or new environmental and social investments in the localities implementing these projects.
