Development Objective

The development objective is to contribute to the improvement of the overall quality and performance of teachers through enhancing teachers' knowledge of subject matter and pedagogical skills in the classroom. Improvement of teacher quality and performance is to be measured by: (i) the increased number of teachers meeting academic qualifications mandated by the Teacher Law; (ii) the increased number of primary and junior secondary teachers in BERMUTU Districts using classroom instruction with specific subject and age appropriate pedagogy; and (iii) the reduction in absenteeism of teachers in BERMUTU Districts.

    CommentCurrently about 214,380 primary and junior secondary teachers participate in the working groups which was designed to allow theteachers to improve their competence in using classroom instruction with specific subject and age appropriate pedagogy. A study onhow the participation in working groups affected the teacher performance in the BERMUTU districts showed some improvement inteacher's abilities had occurred in both cognitive ability and pedagogical ability. In addition, the ongoing teacher competencytest (UKG) will be utilized as a proxy to measure this PDO in 2013.

    Comment A national rep. study by SMERU (with ACDP) is ongoing. In BERMUTU Districts: 6.6% primary schools; 6.3% junior. secondarySMERU did two rounds of absenteeism studies of randomly selected public primary schools teachers in 5 remote districts and 5non-remote districts. The studies found 19% (2003) and 14% (2008) absenteeism rates. A study by the Centre for Policy Study(MOEC) in 2010 of selected primary and junior secondary schools in 20 BERMUTU districts found the absenteeism rates of 8.35%(primary schools)and of 14% (junior secondary schools). Another national representative study is about to start, in collaborationwith the ACDP.
