The objectives of the Second Phase of the Community Action Program (CAP II) Project for Niger is to improve rural communes' capacity to design and implement in a participatory manner Communal Development Plans (CDP) and Annual Investment Plans (AIP) and therefore contributing to enhance rural livelihoods.
