Variationsin baseline values also affected this. The Restructuring Paper for August 2013 put the 2008 baseline at 32.95%, against an EMIStarget valueof 31.1%. Application of appropriate measures to remedy the changes in reporting system of 2011 is thus not possible,and so is restructuring to change targets.
