  • Number of grants for expenditures (excluding wages and interest obligations) in education, health and sanitation, water, and solid waste management sectorsValue9.006.004.00
    DateAugust 1, 2009December 2, 2011December 31, 2011
CommentInitially each council recieved 9 separate grants for the following sectors: (a) health, (b) education; (c) rural water; and (d)sanitation.to be measured annuallyIn practice reducing 9 separate grants in (a) health, (b) education; (c) rural water; and (d) sanitation and solid waste to 6proved impossible. This was because of the need to keep funding for primary and secondary levels separate in education and health. It was increased to 6 allowing two grants each for education and health. This change was reported to the Board during approval ofthe second phase of the APL since it was a trigger for Phase II.
  • Transfer of funds to LocalCouncils as a percentage of total GoSL expendituresValue6.005.006.00
    DateAugust 3, 2009December 30, 2011December 30, 2011
CommentEnd of FY data. While there was a real increase in transfer of funds to local councils more than expected at appraisal, agitationby civil servantsled to much larger than expected increases of the salary share of the budget. Thus the share of transfers to localcouncils fell asashare of total Government expenditures but increased as a share on non-salary non-interest expenditures to 11%.
  • Number of Councils meetingat least 75 percent of serviceoutputtargets specified in LCSubsidiary AgreementValue0.0011.0015.00
    DateAugust 3, 2009May 24, 2012December 30, 2011
CommentThe short fall is due to the fact that many councils stretched out some of the projects over a couple of years due to funding ineach not being enough to complete certain projects. This affected bulk projects like water supply systems.
