5.4 The over-riding development objective, in line with Benin’s SCRP, is to accelerate real economic growth and reduce the incidence of poverty in Benin by focusing on the following two program objectives or pillars: (i) Strengthened public sector management, administration and governance; and (ii) Strengthened business environment.
