Ghana Macroeconomic Stability for Competitiveness & Growth Credit
Abstract*
This program document proposes a Macroeconomic Stability for Competitiveness and Growth (MSCG1) Development Policy Financing (DPF) Program operation. The MSCG1 is first in a series of three DPF operations and combines an IDA Credit of 106.7 million (US$150 million equivalent) and a Policy-Based Guarantee (PBG) in the amount of up to the equivalent of US$400 million to cover a securities issuance of up to US$1.0 billion by the Republic of Ghana. Development Objective
This operation supports the authorities’ program of fiscal stabilization to support long term growth and achieve the development objectives set in the Ghana Shared Growth and Development Agenda for 2014-2018. The Agenda emphasizes the needfor macroeconomic stabilization and greater spending efficiency, transparency and accountability to provide the adequate setting for the reduction of poverty by improving resource allocation. Specifically, the operation supports a program of: (i) making policy more predictable by tackling structural issues in public finance; (ii) enhancing productivity of public spending; (iii) protecting the poor in the stabilization process.
