Abstract*

The proposed Project would support South Sudan to establish the minimum skills base needed to enable the country to accelerate human capital formation. The Project proposes to do this by addressing skills constraints in key sectors that contribute to human capital—education and agriculture. In both these sectors, lack of critical skills is a binding constraint for improving sector performance and will need to be addressed to enable complementary investments...
