1. Amhara National Regional State Water & Energy Bureau through the Government of Ethiopia has received finance from the World Bank (WB, UNICEF, DFID, AfDB, Government of Finland & KOICA) herein after called the Bank, towards the cost of One WaSH National Program CWA-II projects and it intends to apply part of funds to cover eligible payments under the Contract for which this invitation is issued.
2. The Amhara National Regional State Water & Energy Bureau now invites Sealed Bids from eligible bidders with work licenses in Water Works Construction (WWC) for the Civil Works Construction, Supply and Installation of Pipes, Fittings and Electro-Mechanical Works for the following water supply projects.

1. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
2. The bidding document in English may be purchased by Interested eligible Bidders upon the submission of a written application directly from Water & Energy Bureau, Finance and Property Administration Directorate, room no.84 and upon payment of a non-refundable/non-returnable/ fee of birr 500.00(Five Hundred Birr).
3. Bids must be delivered to Amhara National Regional State, Water& Energy Bureau, Water Schemes Construction Input Supply Directorate at One WaSH National Program Building room no.08, Bahir Dar, before 9:00 July 17,2023 G.C; and Bids shall be opened at 9:30 A.M on the same date in the presence of the bidders or their legal representatives who wish to attend. Electronic Bidding shall not be permitted. Late Bids shall be rejected.
4. Each Lot must be accompanied by the amount of Bid Security as stated in table above in the form of Bid Bond Guarantee or CPO with validity period not less than 120 days + 28 days.
5. Bidders interested to participate in more than one lot shall prepare and submit separately bidding document for each lot without repeating the key personnel and equipment’s.
6. Bids shall be valid for a period of one hundred twenty (120) days after bid opening.
7. Bidders are required to submit copies of all eligible documents and licenses which are renewed for the year 2022/2023 G.C.
8. The Bureau reserves the right to accept or reject all or part of the bid.
