This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on March 7th, 2013 and other Regional News Papers[The Citizen on 1st March, 2013 and The Standard on March 1st, 2013].

                       

The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to apply part of the proceeds for the payment for the services of the Financial Management Specialist (FMS).

                                                       

The duties and responsibilities of theFinancial Management Specialist (FMS) will be to work with the Program Coordinator, Head of Project Implementation Unit (PIU) and the Head of PFMU to execute the accounting and financial management responsibilities of the Project. Specifically, he/she will work with the above to direct, manage and coordinate the financial management activities of the project in strict compliance with the requirements of the Agreement between IDA and the Government of Republic of South Sudan. Selection Criteria: The selection shall be conducted based on qualification and experience of the candidates and followed by an interview of the best successful candidates.The candidates must have: i) Advanced degree in accounting, finance or business administration (Accounting); ii) Professional qualification in financial management, registered by and attained final qualification in financial management related recognized professional body (e.g. ACCA, CPA); iii) At least three years of post-qualification experience directly relevant to public sector and/or World Bank Projects' financial management; and iv) Experience of Project Financial Management in developing country.  Please refer to the TOR for more details through email and address provided below.

 

The assignment will extend for a period of one year with an option for extension subject to satisfactory performance.

 

The Directorate of South Sudan Customs Services of the Ministry of Finance, Investment and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services.  Interested individual consultants must provide information indicating that they are qualified to perform the Services. 

 

The attention of interestedConsultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest

 

A Consultant will be selected in accordance withthe procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
