  1. The Kyrgyz Republic has received financing from the World Bank towards the costs of: 1) the Enhancing Resilience in Kyrgyzstan project; 2) The Emergency COVID-19 project and intends to apply part of proceeds towards payments under the Contract for Procurement of computed tomography (CT) scanners. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through a letter of credit.
  2. The Ministry of Emergency Situations of the Kyrgyz Republic now invites sealed Bids from eligible Bidders for supply of computed tomography (CT) scanners – 5 units.
  3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information from Project Implementation Unit under the Ministry of Emergency Situations of the Kyrgyz Republic, Mrs. Toktorbaeva Zhyldyz, PIU Director, E-mail: covid19.meskg@gmail.com and inspect the bidding document during office hours 09:00 to 18:00 hours at the address given below.
  5. The bidding document in English and Russian languages may be obtained by interested Bidders upon the submission of a written application to the E-mail address: covid19.meskg@gmail.com . The document will be sent by E-mail.
  6. Bids must be delivered to the address below on or before August 06, 2021, 14:00 (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on August 06, 2021, 14:00 (local time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  7. All Bids must be accompanied by a “Bid Security” in the amount of 52 000.00 (fifty-two thousand) United States Dollar or an equivalent amount at the rate of the National Bank of the Kyrgyz Republic 28 days prior to the date of bids opening.
  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
