The Revolutionary Government of Zanzibar through The United Republic of Tanzania, intends to implement the Zanzibar Energy Sector Transformation and Access Project (ZESTA) with financing from the World Bank. The Revolutionary Government of Zanzibar intends to apply part of the proceeds for consulting services of Occupational Health and Safety consultant.

 

Objective

The primary purpose of the OHS Expert is to support Zanzibar Electricity Corporation (ZECO) to develop a comprehensive health and safety management system for the project to ensure that project operations comply with the Zanzibar Occupational Health and Safety Policy and World Bank Occupational Health and Safety guidelines. The OHS Expert will be required to ensure that Contractors and Supervision Consultants engaged to work on the project have in place relevant health and safety policies and procedures to guide implementation of project activities in a manner that will guarantee individual and community health and safety.

 

Zanzibar Electricity Corporation seeks to engage the services of an Occupational Health and Safety (OHS) Expert, on full-time basis, to establish and implement a comprehensive health and safety management system to ensure that project operations comply with national and World Bank health and safety requirements.

Scope

The specific scope of work of the OHS Expert shall include, but not be limited to the following:

  1. Support ZECO to develop a Health and Safety management system for the project, including formulation of OHS policies, plans, procedures, and monitoring mechanisms.
  2. Ensure that OHS requirements are incorporated into project designs, bidding documents and contracts and that all project activities are implemented in compliance with the Zanzibar OHS Policy and World Bank OHS guidelines.
  3. Review and monitor implementation of Contractors’ and Supervision Consultants’ OHS Management Plans and ensure that Contractors undertake monthly health and safety audits during project implementation.
  4. Liaise with the Environmental and Social Specialists to ensure that Contractors develop and implement measures and actions to manage waste and hazardous materials, including collection, handling, transportation, and recycling/disposal plan for solar panels and batteries.
  5. Support Contractors and Supervision Consultants to train and sensitize project workers on their obligations under the Code of Conduct and create awareness about key issues such as sexual exploitation and abuse, and sexual harassment at the workplace.
  6. Support the Environmental and Social Specialists to organize training for various stakeholders on environmental and social standards applicable to the project, including labor and working conditions, resettlement, stakeholder engagement, grievance management, gender-based violence and OHS management, and monitoring and reporting.
  7. Perform any other duties that may be assigned by the Project Manager.

 

The assignment shall be on full term basis for a period of three (3) years, subject to a probation period of six (6) months and satisfactory performance. The contract may be extended subject to satisfactory performance and depending on need. The consultant will obtain his own insurance during the contract period. The OHS consultant will be based at the head office of ZECO with occasional travel to the project implementation sites for monitoring as and when the need arises.

 

The Zanzibar Electricity Corporation now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum shortlisting criteria are:

 

  1. A Master’s degree in Engineering with a Bachelor degree/Diploma in Occupational Health and Safety (e.g., NEBOSH).
  2. At least five (5) years working experience in OHS management of similar works including experience in supervision, inspection, audit and monitoring.
  3. Demonstrable knowledge of national and international OHS contexts.
  4. Experience in World Bank Environmental and Social Framework (ESF) is an added advantage.
  5. The consultant should be eligible and have no conflict of interest as per Bank’s Procurement Regulations
  6. Excellent oral and written communication skills in English and Kiswahili.
  7. Proven integrity and confidentiality in handling public resources and in executing duties.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the individual Selection method set out in the Bank’s Procurement Regulations.
