International Deposit Insurance Advisor

 

 

 

 

 

The Government of Lao PDR has received funding from the World Bank Group for the Financial Sector Safety Net Strengthening Project (US$35 million). The objective of the Project is to strengthen the financial and institutional capacity of the Deposit Protection Office (DPO) to fulfil its deposit insurance mandate.

The project is part of a broader strategy to strengthen the overall financial safety net, through strengthening the supervision and resolution of deposit-taking financial institutions, as well as the mechanism for timely payouts of depositors in the case of bank failures. In light of the existing vulnerabilities in the banking sector, it is imperative to bolster the DPO’s financial and institutional capacity with World Bank (WB) support. As demonstrated by the lessons from the global financial crisis, the establishment of a credible deposit insurance system is critical for financial sector stability, including maintaining public confidence and protecting less sophisticated and small depositors.

The Project is implemented by the DPO. Other agencies involved in project implementation include Bank of the Lao PDR (BOL) and Ministry of Finance (MOF). Detailed information on the project can be found in the Project Appraisal Document (PAD) and other project documents which are available on BOL and the WB website.

 

In accomplishment of the whole project functions mentioned above, the Project Implementation Unit of DPO is seeking for 01 consultant for a period of 30 months, with the possibility of extension to support the project namely: International Deposit Insurance Advisor.

 

  1. Qualifications and experiences of the consultants are desirable:

International Deposit Insurance Advisor:

  1. At least master degree related field(s) on finance, accounting, economics, business laws, project management or business management and administration;
  2. At least 10 years hands-on experience on deposit insurance policies, financial and banking operations at the management level with international organization;
  3. Extensive experience on project implementation, management, monitoring and evaluation, well understand and have a good knowledge of project-cycle principles, log-frames and other analytical tools;
  4. Deep conceptual and practical knowledge the administration and management of financial stability, crisis, and deposit insurance;
  5. Deep analytical skills and strong ability to develop policies, identify and manage risks;
  6. Excellent computer skills, preferably, MS Office and MS Project and experience on implementing projects with significant Information and Communications Technology components;
  7. Demonstrated ability to work effectively within diverse cultural and multi-disciplinary background;
  8. English influence and excellent report-writing skills;
  9. Good communication, strong presentation skills and ability to defend policy positions.

 

Desirable qualifications and experience:

  1. Familiarity and experience with financial management and safeguards policies and guidelines of the World Bank; and
  2.  Experience in implementing projects in developing country, especially in ASEAN will be an advantage.
  3. Be familiar and having work experiences with International Association of Deposit Insurers (IADI) and its implementation and applying into practices will be an advantage.

 

The consultant will be selected under selection method for Individual Consultants, page 53-54 of the World Bank Procurement Regulations for IPF Borrowers, Goods, Works, Non-Consulting and Consulting Services dated July 2016, 4th Edition November 2020.
