A. BACKGROUND

The initial Recurrent Cost Reform Finance (RCRF) Project became effective in 2014, and a second phase (RCRF 2) became effective in July 2015 and was initially  expected to close in June 2022. The   Federal Government of Somalia (FGS) has received additional funds that will run until June 2024 to enable scale-up and extension of activities. The RCRF project is implemented on behalf of FGS by the Ministry of Finance. The Project Development Objective (PDO) supports the Federal Government of Somalia and Eligible Federal Member States to strengthen resource management systems, the inter-governmental fiscal framework, and service delivery systems in health and education.  The Ministry of Finance intends to apply part of the proceeds for the payment for services of the Senior Social and Gender-Based Violence Specialist.

B. Scope of Work and Responsibilities

The Senior Social/GBV Specialist will be the main focal point and coordinator for the implementation of the World Bank’s Environmental and Social Framework for RCRF and will provide technical expertise and capacity building support for social risk management at FGS and FMS levels including with the Ministries of Health and Education and beyond.

The Senior Social/GBV Specialist will oversee the implementation of the Environment and Social Management Framework, the SEAH prevention and response plan, and the Stakeholder Engagement Plan. The stakeholder engagement plan will be co-implemented by the lead on the community engagement component, which will pilot approaches to stakeholder engagement and feedback and manage a call center including a complaints line. The Senior Social/GBV Specialist will monitor the implementation of the Labor Management Procedures and security guidelines which will be implemented by and reported on by the Program Managers. They will build the E&S capacity of project staff, civil servants and contractors involved in the project at FGS level including in the health and education ministries and support the FMS social specialist to do the same at FMS level.  They will promote mainstreaming of SRM issues in all project processes including in all contracts. They will collaborate and promote coordinated approaches and efficient working with other Ministries and non-state actors. The Senior social/GBV Specialist will be responsible for ensuring inclusive and genuine stakeholder engagement and a project wide grievance redress mechanism that is accessible to all communities, workers and stakeholders and ensure synergy with the component on citizen engagement and feedback. They will also oversee the environmental aspects of the project including the medical waste management plan implementation and implement the GBV action plan.  They will provide leadership on social risk management and SEAH within government and identify synergies and promote coordination across government partners and other agencies.

More generally, the Senior Social/GBV Specialist will be responsible to ensure that all social risks and impacts are monitored and mitigate other social safeguards instruments and the ESCP is implemented on time.

C. Selection Criteria

Selection will be based on the qualifications and experience of the candidate and followed by an interview. The Senior Social and Gender-Based Violence Specialist will have the following qualifications and experience:

  1. A degree in sociology, anthropology, community development, gender or any other related.
  2. At least five years of experience in supervising GBV prevention and response activities.
  3. At least five years’ experience in conducting awareness campaigns on women's rights, gender equality, GBV, and/or reproductive health considered an asset.
  4. Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV.
  5. At minimum, seven (7) years community development experience in Somalia, in different regions of FGS including at least some experience of each of: promoting gender and vulnerable and marginalized groups inclusion, conflict mitigation, labor management, security management, participatory approaches and feedback mechanisms.
  6. Excellent English and Somali written and verbal skills. 
  7. Excellent understanding and commitment to social inclusion, conflict mitigation, labor management, gender and GBV, stakeholder engagement and participatory development.
  8. Familiarity with the World Bank’s environmental and social framework and commitment and passion to develop their and other skills in social risk management.
  9. Experience of training and capacity building of others in the above fields.

D. Duration & Duty Station: Twelve (12) months. The duty station is Mogadishu Somalia with travels to the FMSs.

E. The Ministry of Finance of Federal Government of Somalia (MoF) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

F. The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

G. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.

H. Mode of submission of Applications and deadline:

Interested Consultants may obtain further information at the address given below from 8:30 to 3.30pm Mogadishu time Saturday to Thursday (Excluding public holidays).
