REQUEST FOR EXPRESSION OF INTEREST

                                                               Issued on: 7 February 2025

  1. The Ministry of Water Resources and Meteorology (MOWRAM) and the Ministry of Agriculture, Forestry and Fisheries (MAFF) through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a US$145 Credit million equivalent from the International Development Association (IDA) toward the cost of the Cambodia Water Security Improvement Project (CaWSIP) for six years starting from 2025 to 2030 and intends to apply part of the proceeds for consulting service-firm.

 

  1. The objective of this assignment is for the Consulting firm to:
  • Prepare detailed engineering designs, engineering drawings, bills of quantity, engineer’s cost estimates, and related procurement documents for Civil Wok Package 1; including the updated ES instruments (ESMP, etc.), and needs to be approved by PIU and the World Bank.
  • Carry out the construction supervision for Civil Wok Package 1 and ensure compliance with the designs and specifications, associated with the national environmental and social laws and regulations (including the Prakas on EIA) and World Bank (WB)’s Environmental and Social Framework or ESF requirements, including the preparation/update of the preliminary site-specific Environmental and Social Management Plan (ESMP) and preparation/update (as required) of the site-specific Indigenous Peoples Plan (IPP) and Resettlement Plan, and completing within the time and allocated budget.

 

  1. The CaWSIP Project now invites expressions of interest from eligible consulting firms to undertake the above-mentioned services, for which the detailed Terms of Reference (TOR) can be found at:

  1. Interested consulting firms must provide evidence of their qualifications to perform the required services. Shortlisting will be based on information that clearly demonstrates each firm's expertise and suitability for the assignment. Firms, whether acting individually or as part of a joint venture, should have a strong focus on detailed engineering design, procurement management, construction supervision, and contract management. Each consulting firm, or joint venture, must meet the following minimum qualifications and experience criteria:
  • Have at least ten (10) years of experience in the field of irrigation, design and/or construction supervision of irrigation dams and reservoirs and conveyance systems, and nature-based solutions.
  • Have successfully completed at least three (3) projects with similar assignments (Detailed Engineering Designing and/or Construction Supervision) and Project Management Support in the last ten (10) years.
  • Have experience in similar assignments at least three (3) projects in Cambodia or (preferably in water engineering and irrigation system design) South East Asia countries in externally financed projects, preferably WB, ADB, EU, or other development partners in the last ten (10) years
  1. Key Experts will not be evaluated at the shortlisting stage.

 

  1. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

  1. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms, that have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing”, Fifth Edition, dated September 2023 (hereinafter referred to as “Procurement Regulations”)

 

  1.
