The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the Refugee and Returnees Services (RRS). Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Strategic Partnerships Advisor (Coordinator) are invited to express their interest for the assignment.
The Senior Strategic Partnerships Advisor (Coordinator) is a critical role in creating a strong collaboration with key stakeholders (including public and private service providers), ensure data integrity and security, and oversee the onboarding process for new and existing refugees into Fayda.
Specific responsibilities for the Senior Strategic Partnerships Advisor (Coordinator) will include, but are not limited to, the following core activities:
- Based in RRS, act as the primary liaison between NIDP, RRS, UNHCR, and stakeholders to drive collaboration and facilitate the integration of refugee data with the Fayda Digital ID system and enhance refugees access to services through Fayda ID.
- Develop and oversee a strategic roadmap for binding migrated refugee data from UNHCR/RRS with Fayda, ensuring data integrity, compliance, and alignment with international standards.
- Lead efforts to onboard new refugees into the Fayda system, ensuring a seamless registration process and addressing operational challenges as they arise.
- Establish and enforce robust data governance policies and security protocols to safeguard sensitive data during integration and onboarding processes.
- Provide strategic guidance to RRS teams on managing data migration workflows and onboarding processes for new refugee registrations.
- Ensure the integration of biometric identification and data verification processes for both migrated and new refugee records to enhance accuracy and usability.
- Conduct regular audits to validate the accuracy, completeness, and security of integrated refugee data and address potential vulnerabilities.
- Monitor and evaluate the progress of data migration and onboarding activities, preparing detailed reports and updates for stakeholders.
- Ensure alignment of refugee registration policies with national ID standards to streamline access to essential services (refugee use cases).
- Identify and leverage emerging international technologies to enhance data integration, onboarding processes, and refugee inclusion.
- Support a comprehensive stakeholder analysis, and facilitate effective stakeholder engagement addressing integration challenges, and promote innovative approaches to data management as well as enhancing access to services and economic opportunities.
- Evaluate and refine technical and security processes, ensuring adherence to established protocols for data protection and service delivery.
- Collaborate with technical teams to ensure compliance with biometric standards, integration requirements, and system performance goals.
- Prepare and present high-level technical reports and recommendations to highlight areas for improvement, propose solutions to both teams.
- Liaise with regional state governments, RRS, NIDP staff to support timely and effective rollout of Fayda ID registration opportunities for refugees outside of Addis Ababa, ensure synchronized registration with host communities to mitigate perceptions of exclusion, and support awareness raising, community consultations, and monitoring and evaluation of rollout.
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Master’s degree in Computer Science, Computer Engineering, Systems Engineering, Project Management or a related technical discipline, preferably with coursework in data migration, identity management, or digital transformation.
- Proven experience of at least 8 years in systems integration projects, particularly within public and government sectors.
- Proven experience working with UNHCR, RRS, or similar organizations on refugee registration, data management, or integration projects.
- Familiarity with refugee-related systems and processes, including ProGres (UNHCR’s refugee registration system) and other platforms for managing displaced populations.
- Extensive experience in IT leadership roles, preferably in a government or public sector organization.
- Familiarity with biometric technologies (fingerprint, facial recognition, iris scan) and their applications in identity verification.
- Proficiency in data management, network infrastructure, and cloud technologies.
- Excellent communication and interpersonal skills to effectively collaborate with stakeholders at all levels.
- Strong analytical and problem-solving skills.
- Good cybersecurity knowledge, and DevOps practices for efficient software delivery and infrastructure management.
- Familiarity with Agile project management methodologies and experience using relevant tools.
- Demonstrated ability to navigate and resolve challenges in multi-stakeholder environments, especially with international partners.
- Strong knowledge of system integration and familiarity with a wide range of ecosystems to build trust and awareness around Digital ID initiatives.
- Certification in relevant refugee data and information management systems (e.g. PRINCE2, ProGres, PRIMES, Kaggle, or Tableau)
The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.
The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.
An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
