1The Ethiopian Electric Utility  EEU  has received financing from the World Bank toward the cost of the Power Sector Reform Investment and Modernization in Ethiopia  PRIME 1 and intends to apply part of the proceeds toward payments under the contract for Design Supply and Installation of MV Distribution System under Power Sector Reform Investment and Modernization in Ethiopia  PRIME1

2 2.      The Ethiopian Electric Utility (EEU) now invites sealed Bids from eligible bidders for Design Finalization, Supply, Installation, Test and Commissioning of MV Distribution Systems Upgrading, Strengthening and Modernization under PRIME I Project for Sixteen (16) towns (Lot 3- Gambella, Yergachefe, Arbaminch, Butajira, Durame, Konso, Alaba, Welkite ,Werabe Towns; and Lot 4-  Abi adi,  Adigrat,  Adigudo ,  Adwa, Axum, Mehoni , Shire ). Bidders are required to meet the following criteria for each lot

Average Annual Turnover    Minimum average annual turnover for last five years of Lot3: USD Eighteen (18)  Million Lot 4: USD Thirteen (13) Million

Financial Resources

The Bidder must demonstrate access to or availability of financial resources such as liquid assets unencumbered real assets lines of credit and other financial means other than any contractual advance payments to meet  i  the following cashflow requirement Lot 3: USD   Four Million (USD 4 Million) and Lot 4: USD   Three Million (USD 3 Million)

 ii  the overall cash flow requirements for this contract and its current commitments

The weight to be assigned for the technical factors is 40 percent and financial proposal is 60 percent

41 General Experience in Power Distribution Network Construction and Design Projects in the role of contractor subcontractor or management contractor on design or design review supply and installation experience of Power Distribution Network projects for at least the last 5 years starting January 1 2020 and with activity in at least 9 months in each year 42  a  Specific Experience The bidder shall demonstrate the following  For each lot applied for under this tender  a  Participation as contractor joint venture member management contractor or subcontractor in at least Two  2  contracts in design or design review supply installation testing and commissioning of distribution networks within the last Five  5  years 1st January 2020  each with a value of at least Twenty (20) Million USD for lot 3; and Fourteen (14) Million USD for Lot 4 that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services Note MV distribution network shall be at voltages from 11kV to 35kV 42c specific experience in managing ES aspects for the contracts in 42a since 1st January 2020 in social environmental Health and safety aspects

3.        Bidding will be conducted through international competitive procurement using a Request for Bids RFB as specified in the World Bank Procurement Regulations for IPF Borrowers Procurement in Investment Projects Financing fifth edition September 2023 Procurement Regulations and is open to all eligible Bidders as defined in the Procurement Regulations

4.        Interested eligible Bidders may obtain further information from Ethiopian Electric Utility and inspect the bidding document during office hours

6      Bids must be delivered to the address below on or before April 9 2025 at 1400 hours Ethiopian Time Electronic Bidding will not be permitted Late bids will be rejected The outer Bid envelopes marked ORIGINAL BID and the inner envelopes marked TECHNICAL PART will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on April 9 2025 at 1400 hour Ethiopian Time All envelopes marked FINANCIAL PART shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening

7    All Bids must be accompanied by a Bid Security of the following amounts
