1. The United Republic of Tanzania has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project. Zanzibar Electricity Corporation (ZECO), and the implementing agency intends to apply part of the proceeds toward payments under the Contracts for “Power Distribution Network Refurbishment and Strengthening and Last Mile Connections in Unguja Island, Zanzibar”.
2. ZECO now invites sealed Bids from eligible Bidders for Procurement of Plant Design, Supply, and Installation (on turnkey basis) of the above-mentioned Contract title, the brief scope and qualifications’ requirement of the same are as mentioned in the table below:
Brief Scope:
1.1 Expansion of 33kV Medium Voltage Single Circuit Distribution Lines.
1.2 33/0.4kV H – pole mounted Distribution Transformers and assemblies with D.O. Fuses, Surge Arresters & LV Switch Fuse Units, and any other required accessories.
1.3 400 V Low Voltage (LV) Line Starting from Distribution Transformers.
1.4 Line–In & Line–Out (LILO) of 33kV Old North and New North feeders at existing Mwanyanya 33/11 kV Substation.
1.5 LILO of 33kV Old Fumba and New Fumba feeders at existing Mpende 33/11 kV Substation.
1.6 LILO of 33kV Old South and New South feeders at existing Welezo 33/11 kV Substation.
1.7 Extension of Two (2) nos. of 33kV Bays at Mtoni Substation.
1.8 Last Mile Service Connections for Unguja Island.
Time Duration: Eighteen (18) months.
Minimum Average Annual Turnover: USD 35.00 Million (United States Dollar Thirty-Five Million).
(Within the last five years starting 1st January 2020).
Minimum Financial Resources Required: USD 6.00 Million (United States Dollar Six Million).
(Financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment).
Notes: (a) The above-mentioned scope is in brief, and for the detailed scope of works, the bidders must refer to Volume – II: Part 2 – Employer’s Requirements (Technical Specifications) for 33kV Overhead Distribution System – of the RFB.
(b) For the detailed “Evaluation & Qualification Criteria”, the bidders must refer to Volume – I (Part 1 & 3), Section III of the RFB.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) [Single Stage, Two Envelopes Bidding Process using Rated – Criteria] as specified in The World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 [Procurement in Investment Project Financing for “Goods, Works, Non-Consulting Services and Consulting Services”], and is open to all eligible Bidders as defined in the Procurement Regulations.

6. Proof of payment should be enclosed in the Envelope for Technical – Bid submission.
7. Bids must be delivered to the address below before 10:00 hours (East Africa Time) on 15th May 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at Unguja Island, Zanzibar on 15th May 2025, 10:00 hours (EAT). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a “Bid-Securing Declaration”.
