The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual experts.
National ID Program as part of the project implementation program is looking for an Individual expert that supports the NIDP on Public Engagement. Experienced individual experts who have experience, seasoned, enthusiastic and passionate for the position of Client Engagement are invited to express their interest for the assignment.
The Senior Client Engagement Coordinator will have a mission of objective to drive the adoption and utilization of Fayda ID by engaging with key stakeholders in the private sector. This includes identifying and developing strategic partnerships, negotiating and managing partnership agreements, and providing ongoing support to the private sector partners. Additionally, the role will involve analyzing industry trends, advocating for the program's goals, and ensuring alignment with corporate requirements and standards in all initiatives that involve private sector partners.
Specific responsibilities for the Senior Client Engagement Coordinator will include, but are not limited to, the following core activities:
- Corporate Relations:
- Represent the NIDP in interactions with private sector companies, industry associations, and corporate stakeholders.
- Build and maintain strong relationships with key corporate leaders to secure support for Fayda rollout and use cases in priority sectors and advocate for the program's objectives.
- Monitor industry trends and provide recommendations for adapting the Fayda program to changing market conditions.
- Collaborate with internal teams to ensure alignment of private sector Fayda related initiatives with corporate requirements and standards of NIDP.
- Partnership Development:
- Identify and develop strategic partnerships with private sector organizations to support the program's goals.
- Negotiate and manage partnership agreements, ensuring alignment with the program's objectives.
- Foster collaborative relationships with partners to facilitate knowledge sharing and joint initiatives.
- Policy Analysis:
- Analyze government policies and protocols that may impact the NIDP when it comes to collaborating with private sector.
- Provide expert advice and recommendations to program leadership on policy-related issues.
- Stay informed about emerging trends and best practices in government and private sector affairs and policy development and advice the management of NIDP on the same.
- Stakeholder Engagement:
- Engage with a wide range of stakeholders, including corporate representatives, industry leaders, and civil society organizations.
- Facilitate effective communication and collaboration among stakeholders to address concerns and resolve issues.
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Experts to indicate their interest to provide the Services. Interested Individual Experts should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the expert and availability of budget. The shortlisting criteria include the following;
- Bachelor's degree in Business Administration, Economics, Public Policy, Law, Political Science, Communications, or a related field.
- 4+ years of experience in government affairs, communications, or a related field.
- Strong understanding of Federal and Regional protocols, system dynamics, and regulatory environments.
- Strong experience in government offices working in federal and regional offices.
- Excellent interpersonal and communication skills, both verbal and written in English and Amharic languages.
- Ability to build and maintain strong relationships with government leaders and other stakeholders.
- Proven track record of successful partnership development and facilitating negotiations between private and public institutions.
- Strong analytical and problem-solving skills.
- Experience working in a fast-paced and dynamic environment.
- Knowledge of the Ethiopian corporate landscape and regulatory environment.
- Fluent in Federal working language, English and other regional languages and International Languages is highly desirable.
The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.
The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest. An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
