Assignment Title:  Selection of a Consulting Firm that provides an Advisory Services for the Setup of ID Entity

The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.  National ID Program, the ultimate project implementer intends to apply part of the proceeds for selection of a consulting services.

 

The consulting services (“the Services”) are expected to provide an Advisory Services for the Setup of ID Entity.

 

The National ID Program/ Ethiopia Digital ID for Inclusion and Services Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria includes: Core Business and Years in Business, Experience in the Specific Assignment specifically in developing institutional arrangement, developing a comprehensive business model, and strategy, financial projections and analysis and marketing and communication plans as well as Technical and Managerial Capability.

 

SCOPE OF SERVICES INCLUDES:

 

The assignment mainly focuses to ensure a comprehensive development of NIDP as a viable ID entity, addressing its strategic, operational, financial, and compliance needs while enabling effective market entry and long-term sustainability. Major deliverables expected from the assignment includes;

 

  1. Institutional Arrangement Options for Digital ID entities
  1. Conduct a comprehensive survey of ID institutional entities arrangement options available around the world, considering best practices, sustainability, public service suitability, etc
  2. Identify the best options for Ethiopia for setting up the ID entity.
  3. Provide a broad company overview, articulating the NIDP’s vision, mission, and value proposition.
  4. Propose the best fitted operational structure, including an organizational chart, key roles, and reporting relationships. This shall assess the current skills and capabilities at NIDP, evaluate any skill gaps and accordingly propose upskilling strategies and any new skills or competencies to be acquired to support the ID entity’s operations.

 

  1. Develop a Comprehensive Business Model and Strategy
  1. Building on NIDP’s current work, achievements and lessons learnt, conduct a thorough market analysis to identify target market segments and customer needs, focusing on government agencies, businesses, and individuals.
  2. Develop a detailed revenue model fitting the new legal entity, outlining key products and services, pricing strategies, potential fee structures, and revenue sources. This should take into consideration the existing NIDP draft business model.
  3. Assess the physical capital required, particularly in technology, data management, and customer service.
  4. Identify target market segments and customer needs, including government agencies, businesses, and individuals.
  1. Detailed Financial Projections and Analysis:
  1. Prepare a financial modelling roadmap, to estimate pre-development and development costs and benefits required for the establishment of NIDP as a business entity. This should include a financial modelling forecast for 10 years.
  2. In line with the proposed revenue model and financial modelling forecast proposed, prepare financial forecasts that include income statements, balance sheets, and cash flow statements. In line with the capital requirements identified, craft potential funding and resource mobilization options.
  3. Conduct a risk assessment and sensitivity analysis to identify financial vulnerabilities, their impact and all mitigation measures to be considered.

 

  1. Investment needs Analysis and Structuring:
  1. Evaluate the investment risk and return profile of the proposed ID entity.
  2. Identify potential challenges and risks and recommend effective mitigation strategies.

 

  1. Funding Strategies and Prospects:

 

  1. Identify and shortlist potential funding sources, including strategic and financial partners, who align with the ID entity’s goals.
  2. Develop tailored fund engagement materials, including presentations and pitch decks, to attract interest.

 

  1. Marketing and Communication Plan:

 

  1. Develop a comprehensive marketing and communication strategy to promote the ID entity’s services to target stakeholders which may include, private sector and any local or international institutions, etc.
  1. Data Protection and Compliance Framework:

 

  1. Ensure that all proposed strategies and operational models comply with Ethiopian data protection laws (Proclamation 1321/2024), the ID Proclamation and international best practices.
  2. Outline policies and procedures to safeguard data privacy and security in all activities to be implemented by the entity.

 

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.  A consultant will be selected in accordance with the Quality and Cost Based Selection method.
