The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the Refugees and Returnees Services (RRS). Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior Technical Advisor/Coordinator are invited to express their interest for the assignment.
The Senior Technical Advisor/Coordinator will play a critical role in supporting the technical implementation of the Fayda Digital ID system at RRS, ensuring the successful integration of refugee data into the platform. This position focuses on designing, developing, and maintaining scalable and secure systems that facilitate seamless data migration, registration processes, and interoperability with existing refugee management systems.
Specific responsibilities for the Senior Technical Advisor/Coordinator will include, but are not limited to, the following core activities:
- Act as the middle technical resource for RRS, and NIDP to ensure seamless integration of refugee data with the Fayda Digital ID system (including issues of double registration, data clearance, data correction, etc.)
- Support the RRS technical team in implementing technical solutions by providing critical inputs, managing system configurations, and ensuring the needs of RRS are fully addressed.
- Collect necessary requirements that would support develop and maintain APIs, tools, and scripts to facilitate the migration and synchronization of refugee data between RRS, UNHCR systems (e.g., ProGres, PRIMES), and NIDP/Fayda.
- Work hands-on with the RRS technical team to resolve integration challenges, optimize workflows, and troubleshoot issues during data migration and onboarding processes.
- Collaborate with the Fayda tech team to align system functionalities and ensure smooth interoperability between the Fayda platform and RRS systems.
- Assist in designing and implementing biometric data integration solutions (e.g., fingerprints, facial recognition) to enhance refugee registration and verification accuracy.
- Conduct testing and validation of integrated systems, ensuring data accuracy, system performance, and compliance with RRS and Fayda requirements.
- Provide technical support to the RRS team at all levels, offering guidance on system operations, troubleshooting, and best practices for secure data handling.
- Document technical workflows, system configurations, and key processes for RRS operations, ensuring clarity and accessibility for both RRS and Fayda teams.
- Monitor ongoing technical collaboration between RRS and Fayda tech teams, identifying opportunities for optimization and innovation.
- Ensure data governance and compliance across RRS and Fayda systems, addressing any discrepancies or risks in data handling.
- Participate in regular coordination meetings with RRS, Fayda tech team, and other stakeholders to report progress, resolve issues, and plan upcoming activities.
- Assessing the existing IT systems and infrastructure of the RRS to identify areas for improvement and optimization.
- Developing and implementing IT solutions to enhance the efficiency and effectiveness of RRS operations, including data collection, analysis, and reporting systems.
- Collaborating with stakeholders, including RRS staff and external partners, to gather requirements and design IT solutions that meet the organization's needs.
- Managing IT projects from initiation to completion, ensuring timely delivery of high-quality solutions within scope, budget, and timeline.
- Assessing capacity gaps and identify needs and based on the findings, providing technical support and guidance to RRS staff, resolving IT-related issues, and ensuring smooth operation of systems. The support will include development of documents such as a handbook, user’s manual that can serve as a reference and answer FAQs.
- Monitoring and evaluating the performance of IT systems, conducting regular audits, and implementing necessary improvements.
- Keeping up to date with the latest advancements in IT technologies and recommending innovative approaches
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;
- Bachelor’s degree in Computer Science, Software Engineering, or a related technical discipline, with coursework or experience in data migration, identity systems, or digital transformation.
- At least 7 years of hands-on experience in systems development, data(system)integration, or technical roles, particularly in public sector, government, or humanitarian contexts.
- Expertise in data management, database technologies (e.g., PostgreSQL, MySQL, MongoDB), and cloud platforms (e.g., AWS, Azure, Google Cloud). Familiarity with refugee-related systems and platforms, including ProGres (UNHCR’s refugee registration system), PRIMES, or similar tools is a plus.
- Strong knowledge of software development, including programming languages such as Python, Java, C#, or JavaScript.
- Hands-on experience with biometric technologies (e.g., fingerprint, facial recognition) for identity verification.
- Proficiency in developing and managing APIs for system integration and data exchange.
- Solid understanding of cybersecurity principles, including encryption, access controls, and secure system design.
- Familiarity with DevOps practices, including CI/CD pipelines, version control (Git), and containerization (Docker).
- Strong analytical and problem-solving skills, with attention to detail in managing technical complexities.
- Excellent communication and interpersonal skills to collaborate effectively with cross-functional teams and stakeholders.
- Proven ability to resolve challenges in multi-stakeholder environments, especially in international and humanitarian projects.
- Familiarity with Agile methodologies and tools (e.g., Jira, Trello) for efficient project execution and collaboration.
- Proven experience working with UNHCR, RRS, or similar organizations on refugee registration systems, data integration, and technical support is advantageous
- Certification in relevant areas, such as PRINCE2, ProGres, PRIMES, Kaggle, or Tableau, is advantageous.
The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.
The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023, setting forth the World Bank’s policy on conflict of interest.
An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
