1.     The Project Implementation Unit, Punjab Urban Land Systems Enhancement (PULSE) Project, Govt. of Punjab has received financing from the World Bank toward the cost of the PULSE Project, and intends to apply part of the proceeds toward payments under the contract for Public Display of Maps & Removal of Anomalies after updation/partitioning Package-1, Three divisions of Punjab (Lahore, Faisalabad, Sargodha).

2.     The Project Implementation Unit, PULSE, Govt. of Punjab now invites sealed Bids from eligible Bidders for Public Display of Maps & Removal of Anomalies after updation/partitioning Package-1, Three divisions of Punjab (Lahore, Faisalabad, Sargodha).

3.     Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), “Single Stage One Envelope” procedure, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated November, 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.

4.     The bidding document in English language may be downloaded by interested eligible Bidders from the website https://pulse.gop.pk/. Pre-Bid Meeting shall be held on 1100 hours March 26, 2025 in PULSE office which may be attended virtually through Zoom on request at pspiupulse@punjab-zameen.gov.pk. Interested eligible Bidders may obtain further information (if required) from the office of the Procurement Specialist, Project Implementation Unit, Punjab Urban Land Systems Enhancement (PULSE), Govt. of Punjab, (Email: pspiupulse@punjab-zameen.gov.pk).

5.     The bidding document in English may be obtained by interested eligible Bidders from the website of the undersigned.

6.     Bids must be delivered to the address below on or before 09th April, 2025 at 11:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 09th April, 2025 immediately after bid submission deadline.

7.     All Bids must be accompanied by a Bid Securing Declaration for each lot as per below details:

            Lot-1:        Lahore Division

            Lot-2:        Faisalabad Division

            Lot-3:        Sargodha Division

8.     Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
