Assignment Title: Consultancy Service for developing standards and procedures for integration in the interoperability platform and capacity building

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Governance and Economy Project - EDGE, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
1. Background
The National Institute of Electronic Government (INAGE, IP) is a public institution in Mozambique responsible for coordinating and providing electronic government services. As part of the Digital Governance and Economy Project (EDGE) Project, funded by the World Bank, INAGE, IP, seeks to configure and implement an E-Government Interoperability Platform in Maputo, Mozambique, to enhance efficiency, accessibility, and integration of public services.
This interoperability platform, based on X-Road technology, will serve as the backbone for data exchange between government institutions, enabling seamless integration of e-services for Citizen Portal, which is being developed under a different contract.
2. Objectives
The selected firm will be responsible for:
- Implementing and operationalizing the Electronic Government Interoperability Platform (based on X-Road technology).
- Developing and executing a training program for government institutions and technical personnel.
- Supporting the integration of at least 15 government systems into the interoperability platform.
- Establishing governance mechanisms and interoperability standards to ensure long-term sustainability.
- Providing technical support and capacity building to ensure effective use and maintenance of the platform.
3. Scope of Work
The assignment will include the following key activities:
- X-Road Configuration and customization
- Complete the configuration of the existing X-Road infrastructure.
- Develop API, adapters and other necessary components
- Develop governance mechanisms and an implementation roadmap.
- Implementation of Technical Infrastructure
- Deploy development, test, and production environments.
- Install and configure Hardware Security Modules (HSMs) and security servers.
- Ensure compliance with data protection laws and security standards.
- Integration of Public Services
- Assess and map data structures for interoperability.
- Develop secure APIs and adapters for service integration.
- Conduct rigorous functional and security testing before deployment.
- Training and Capacity Building
- Design and deliver a comprehensive training program for government IT personnel.
- Maintenance, Support, and Governance
- Establish long-term governance and compliance frameworks.
- Provide technical support and troubleshooting services.
- Develop a monitoring and evaluation (M&E) system to track performance.

INAGE, IP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- X-Road Implementation: proven experience in the implementation of X-Road for a minimum period of 3 years, preferably for the public sector;
- Experience working with the public sector in Africa: at least 2 successful experiences in developing and implementing software solutions for the public sector in Africa.
- Project Management: competence in project management, which includes planning, team coordination, efficient allocation of resources and meeting deadlines;
- Agile Software Development: proven experience in agile software development;
- Certifications: Relevant certifications or accreditations, or ISO standards related to information security and quality management, are advantageous.
Key Experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
