Assignment Title: Youth Apprenticeship Program Impact Evaluation

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) broadly involve managing in-person data collection on individual jobseekers and firms. The exact timing of the surveys will be decided in consultation with the research and project team; depending on the conceptual and practical considerations, individual jobseekers and firm interviews could be done either in parallel or sequentially. On average, interviews are expected to take about 45 to 60 minutes to complete.   

The objective of the assignment:

The objective of the firm is to supports the impact evaluation for the UPSNJP Youth Apprenticeship Program by collecting end line data from 5,200 urban youth and 1,500 hosting firms in Addis Ababa 11 sub city and 42 woreda. The service provider is expected to collaborate closely with the World bank, PCU, Ministry of Labor and Skills, Addis Ababa Bureau of Labor and skills and the private sector. The estimated implementation period for the assignment is 6 weeks.

The Urban Food Security and Safety Net Office under Ministry of Urban and Infrastructure now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
