The Republic of Suriname has received financing in the amount of US$ 22.3 Million equivalent from the World Bank toward the cost of the Suriname Preparedness and Enhancing Resilient Communities Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

 

The project will include the following components:

1 Priority Local Flood Management and Preparedness

This component will finance the design, construction supervision, and civil works for the repair, rehabilitation, and upgrading of priority secondary and tertiary drainage infrastructure, based on the 2024 Urban Drainage Masterplan supported under the Saramacca Canal System Rehabilitation Project (SCSRP).

 

2 Community-led Preparedness and Resilience Grants

This component will finance community preparedness and resilience subprojects, directly complementing the investments in secondary and tertiary flood management infrastructure under Component 1.

 

3 Project management

This component will finance specialist consulting services, goods, and equipment for the Program Management Unit (PMU) to effectively manage key functions, including planning, coordination, financial management (FM), procurement, citizen engagement and E&S throughout the implementation period.

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations), and is open to all eligible firms and individuals  as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and newspaper of national circulation in the Borrower’s country.

 

Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts:

  • Construction Supervision (framework agreement)
  • Detailed Design Studies future interventions
  • Development and updating of EP&R plans, policies, and procedures
  • Civil Works: Paramaribo Centrum
  • Civil Works: Winti-Wai/Rahemal
  • MoPW Information System for EP&R
  • Goods, in support of community subprojects
