1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia - Horn of Africa Infrastructure Integration Project (SHIIP) and intends to apply part of the proceeds for the engagement of a consulting firm for the Development of a Strategic Plan for the Ministry of Public Works, Reconstruction and Housing of the Federal Government of Somalia.
2. The consulting services (“the Services”) include developing a Strategic Plan (SP) for the MPWRH with a clearly defined implementation framework and detailed resource requirements. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference. The duration of the assignment is six (6) months.
3. The Detailed Terms of Reference for this assignment with the scope of the assignment can be found on the Ministry of Public Works, Reconstruction and Housing’s website: www.mpwr.gov.so or it can be provided upon submission of the application by e-mail to the e-mail address provided below.
4. The Ministry of Public Works, Reconstruction and Housing (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:
i. Core business and years in business: The firm shall be registered/incorporated as a consulting firm with at least fifteen (15) years of core business in any of the following areas: Organizational Development, Strategic Management, or Public Policy Studies and Research.
ii. Relevant experience: The firm shall demonstrate:
a) Experience in any of the following areas: institutional set-up, organizational change management, strategic planning and leadership, or public policy studies and research.
b) Successful execution and completion of at least four (4) assignments of similar nature in a similar operating environment in the last ten (10) years. Details of similar assignments - Name and address of the client, scope, value, and period should be included in the Expression of interest (EOI).
iii. Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity, which shall entail description of relevant personnel, equipment, software, etc, and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, First Published July 2016 and Revised in September 2023 (5th Edition): (‘‘Procurement Regulations’’) setting forth the World Bank’s policy on conflict of interest.
6, Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.

9. Expressions of Interest (EOI) should be delivered only by e-mail to the address below on or before 04 April 2025 at 16:00 Hours (Mogadishu Time).
