PROVISION OF INDIVIDUAL CONSULTANT (PROCUREMENT SPECIALIST) TO WORK WITH NIRC’S SECOND TANZANIA INTERMODAL AND RAIL DEVELOPMENT IMPLEMENTATION TEAM.
REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
- This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB2651-05/13 posted on May 2023.
- The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Intermodal Rail Development Project (TIRP), and intends to apply part of the proceeds for Consultancy Services.
- The consulting services (“the Services”) for Provision of Individual Consultant Services to procure a Procurement Specialist to work in a Team of NIRC Implementation Team as Consultant for Procurement.
- The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultant to indicate their interest in providing Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.
- The services to be provided under the assignment include, but not limited to:
5.1. PROCUREMENT AND CONTRACT MANAGEMENT
- Provide guidance. Technical oversight and professional procurement advice to the project team on matters related to procurement activities;
- Provide guidance and support in the preparation of realistic and up to date procurement plans which are in harmony with the approved workplans and budgets;
- Provide guidance and support in ensuring timely initiation of procurement processes;
- Provide guidance and support in the preparation of ToRs and Specifications by the
Implementing Agency and other stakeholders;
- Prepare draft bidding documents/Request for Proposals/pre-qualification documents on the basis of the Bank’s Standard Bidding Documents (SBD) and Standard Request for Proposals (SRFP), and the Borrower’s Standard Documents, where applicable, for National Competitive Bidding (NCB) and Shopping acceptable to the Bank. Where the documents are prepared by consultants ,assist NIRC to review the documents prepared by consultants before being submitted to the World Bank for no objection
- Provide support and guidance to the Project Implementation Units (PIU)and Procurement Management Unit (PMU) staff in the preparation of Specific Procurement Notice (SPN)and contract award publication notices and process for their posting in the Market, UNDBonline and local newspapers;
- Receive, secure and open bids/proposals immediately after the deadline for submissioninaccordancewiththeproceduresandrequirementsofthebidding documents (BD) and RFPs. During the bidding period, the Procurement Specialist shall respond to procurement questions from bidders and issue amendments to the procurementdocumentsinaccordancewithrelevantclausesoftheBDandRFPin consultation with technical staff;
- Assist and facilitate evaluation of bids/proposals, and ensure that Evaluation Reports are completed and processed for clearance from the NIRC Tender Board and the World Bank at all stages in accordance with the relevant applicable guidelines and procedures;
- Provide assistance to PIU in producing all necessary reports that require procurement input for submission to the NIRC Tender Board and the World Bank;
- Provide guidance and support to PIU and PMU in contract management for all contracts to be entered under the project;
- Report progress to the PIU and provide feedback on quality assurance and control issues;
- Coordinate with the PMU to review and clear the reports prepared by the consultants;
- Provide preparation of monthly, quarterly and annual procurement progress reports as shall be required and ensure issues identified during the reporting period and actions taken to resolve the mare clearly narrated;
- Facilitate the supervision, monitoring and evaluation of the consultant’s work from inception to completion ensuring that the consultants do not deviate from their terms of reference and submit all reports according to the agreed schedules for submission as contained in their terms of reference;
- Assist PMU to review cost implications of all variations for the attention of the Project Coordinator and respective User Departments;
- Attends the meetings and report on findings, review minutes of site meetings to ascertain the validity of the contents of the minutes for the Project Coordinator and respective User Departments;
- Assist PMU to Review and collect monthly and quarterly reports of the consultants with the Project Coordinator and respective User Departments for the attention of the Government and World Bank;
- Where necessary, participate in visits to project sites to ascertain and monitor progress of works in consultation with the supervision consultant; and
- Carryout any other procurement related functions as shall be assigned by the Project Coordinator
5.2 Capacity Building
- Review the capacity of the NIRC Tender Board, PIU and PMU, User Departments and other stakeholders in handling their respective procurement and contract management function sufficiently and conduct a skills gap analysis of the relevant procurement staff and propose appropriate training and capacity building intervention measures to address such gaps;
- Provide necessary orientation and training to PIU, PMU staff, NIRC Tender Board and other stakeholders, on procedures for procurement of works, goods and services and contract management
6.0 QUALIFICATION REQUIREMENT
The Procurement Specialist must have a minimum of a Master’s Degree in Procurement or any other related field and must be registered by relevant Procurement Professional Bodies with General experience of fifteen (15) years demonstrated/proven professional experience in managing world bank projects related to works and consultancy services and contract management skills: -
- Procurement Specialist shall have in-depth knowledge and understanding of World Bank’s procurement guidelines and procedures along with good understanding of the use of the Bank’s system for procurement transactions (STEP);
- At least ten years post graduate experience in public procurement, with emphasis on donor and government funded projects;
- Procurement Specialist must have experience of using internet-based applications, and demonstrated computer skills, especially using and working with Microsoft Office applications including MSWord, MS Excel and MS Power Point and Other related applications;
- Fluency in spoken English and ability to write lucid reports and documents in English, working knowledge of Kiswahili
Duty Station. The Procurement Specialist will be stationed in Dodoma Tanzania
- REMUNERATION, WORKING DAYS, LEAVE AND OVERTIME
- The remuneration to the Individual Consultant shall be on the monthly basis for 12 months of the project, as a time-based contract. Expenses including per diem incurred through field and training visit to project sites/ field offices shall be reimbursed in arrears as incurred subject to approval of the travel by the Project Coordinator. Reimbursable expenses shall be paid as per contract. The consultant shall be submitting a detail time sheet showing the days and activities done under the Project Coordinator.
- The official working days and holidays will be as per GoT official calendar. There shall be no extra payment for any overtime work. The Procurement Specialist shall submit the monthly work plan at the start of each month. Well in advance the Procurement Expert shall plan his/her work plan showing the site visits and let the Project Coordinator know his/her program
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the World Bank Procurement Regulations for IPF Borrowers Fifth Edition, September 2023, available on the Bank Website at http://www.worldbank.org/procurement. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The estimated duration of services is 12 months (with the possibility of renewal) and the estimated starting date is in May 2025.
- A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
