PROVISION OF INDIVIDUAL CONSULTANT FOR PROCUREMENT OF GEOTECHINCAL EXPERT TO WORK WITH NIRC’S SECOND TANZANIA INTERMODAL AND RAIL DEVELOPMENT IMPLEMENTATION TEAM.
REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
- This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB2651-05/13 posted on May 2023.
- The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Intermodal Rail Development Project (TIRP), and intends to apply part of the proceeds for Consultancy Services.
- The consulting services (“the Services”) for Provision of Individual Consultant Services for procurement of Geotechnical Expert to work in a Team of NIRC Implementation Team as Consultant for Hydrologist.
- The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultant to indicate their interest in providing Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.
- Scope of Services
With the above set of objectives, the Geotechnical Engineering Expert is required to Review, support and assist Project Implementation Team in areas & manner listed but not limited to the followings:
- Undertake field trips to the identified area and carry out field surveys to confirm desk study interpretation and gather supplementary data.
- Attend a joint workshop with other panel of experts to present and discuss dam design and dam safety related activities in line with ESS4 Annex 1;
- To review the submitted report on Identified, assessed and prepared instability inventory maps (landslides, erosion, debris flow, scouring, toe erosion, creep, subsidence, land degradation, rock fall, planner failure, wedge failure, toppling etc.) within the study area;
- Indicated level of hazard posed by the instabilities, prepared slope map of the study area indicating the slope classification and level of hazards posed by the topography.
- Identified, assessed, and prepared geomorphologic maps for the instabilities and marked on map all water bodies (springs, creek, stream both seasonal and perennial, seepages, river etc) that have impacts on the study area.
- Assessed impacts on land use with particular emphasis on critical watershed areas, loss of agricultural and forest land, settlement/movement/cracks on the land use.
- Identify and assess strength of geological materials by reviewing necessary field and laboratory test and analysis.
- Review the submitted report concerning the correlation between instabilities and geology (rock type, soil, and deposits), topography (slopes), land use, hydrology (rainfall, seepages, and ground water) and the determined significant factors that are responsible for causing the instabilities.
- To analyze the stability of rock/soil slopes based on all probable instability factors and determine if the excavated rock/soil faces are likely to fail (planar sliding along a discontinuity, wedge failure, or toppling failure or any other).
- Identify if the risk areas of ground are still moving or likely to move (evidence of tension cracking, high ground water, inflow of surface water, ground creep etc.) as per submitted documents from the consultant.
- Determine-requirement for engineering structures to enhance stability of dam embankment slopes through anchoring, rock netting, drains, deep drains, anchored walls, retaining walls, Landscaping, complementary bioengineering application or any other new technology or high-end engineering measures.
- Review and present findings of site assessments and geotechnical investigations and reports to Project Implementation Team
- Based on the existing guidelines and documents prepare training manuals in slope stability, geotechnical investigations and bioengineering techniques for NIRC engineers.
- Support NIRC officials on preparing training packages, conducting trainings, monitoring of its effectives & recommending rooms for improvements.
- Assist and support NIRC Staff in all other matters in this expertise as directed by Project Coordinator and Contribute to the design implementation, capacity building on geotechnical studies and infrastructures, O&M of infrastructures, and sharing of the best software used in geotechnical;
- Drafting/ revising TOR for geotechnical investigations prepared by various offices.
- Reviewing and commenting on geotechnical portion of Feasibility/ Detailed Design reports received from consultants.
- To check quality of the submitted Report by the Consultant which conform the international standards
6.0 QUALIFICATION REQUIREMENT
The Consultant for the post of GEE should have following expertise and education level.

- REMUNERATION, WORKING DAYS, LEAVE AND OVERTIME
- The remuneration to the Individual Consultant shall be on the monthly basis for 12 months of the project, as a time-based contract. Expenses including per diem incurred through field and training visit to project sites/ field offices shall be reimbursed in arrears as incurred subject to approval of the travel by the Project Coordinator. Reimbursable expenses shall be paid as per contract. The consultant shall be submitting a detail time sheet showing the days and activities done under the Project Coordinator.
- The official working days and holidays will be as per GoT official calendar. There shall be no extra payment for any overtime work. The Geotechnical expert shall submit the monthly work plan at the start of each month. Well in advance the Geotechnical expert shall plan his/her work plan showing the site visits and let the Project Coordinator know his/her program.
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the World Bank Procurement Regulations for IPF Borrowers Fifth Edition, September 2023, available on the Bank Website at http://www.worldbank.org/procurement. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The assignment shall be completed within a period of Twelve (12) months commencing from the date of receipt of the Notice to proceed (NTP) or Contract signing whichever is earliest
- A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
