1. The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP), and intends to apply part of the proceeds toward payments under the Contract for Construction of Ha Belo 33/11kV Substation and 33kV Line. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Lesotho Electricity Company (Pty) Ltd now invites sealed Bids from eligible Bidders for construction of civil and electrical works for new 33/11kV Outdoor substation at Belo Industrial Area in Butha-Buthe, and 33KV line from Hlotse substation to Belo Industrial Area. The works comprise of Engineering, Procurement and Construction (EPC) of the following on a turnkey basis:
- Grid extension to and within Belo Industrial Park in Butha-Buthe.
- Construction of 2 x 10MVA, 33/11kV sub-station,
- Construction of 40km of 33kV overhead lines, with Optical Ground Wire (OPGW).
- Provision of Supervisory Control and Data Acquisition (SCADA).
- Construction of 15km of underground 11kV lines inside the industrial site
- Overall project management
- Testing, commissioning and hand over of the works to LEC
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016), revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Lesotho Electricity Company (PTY) Ltd, Lelatsa Makhabane, makhabanel@lec.co.ls and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LSL2,000.00 (two thousand Lesotho Loti) or [one hundred and twenty US Dollars,[US$120.00]. The method of payment will be by bank-transfer to an account number to be provided upon request. The Bidding document will be e-mailed or sent by courier for internationally based bidders.
6. Bids must be hand–delivered, or either sent via courier or electronic means to the address below on or before 12h00, 7th December, 2020. Electronic bidding will be permitted due to the current outbreak of COVID-19. The Employer will provide to all Bidders at least seven days before closing of the bid, a procedure with instructions on how to upload the bidding documents, together with access control details to the portal. Late Bids will be rejected. Bids will be opened publicly and virtually (through the electronic link to be provided) in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address on paragraph 8 on 7th December, 2020 at 12.30hrs.
7. All Bids must be accompanied by a Bid-Securing Declaration using the form provided in the Bidding Document.
