Consultancy Title: Development of Sustainable Financing Strategies for Indonesia’s Micro Small and Medium Size Enterprises in the Blue Economy

Reference No.: 03/ST.331/UKPBJ/12/2023

 

The Indonesia Climate Change Trust Fund (ICCTF) - Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the Indonesia Ocean for Prosperity Project (LAUTRA) and intends to apply part of the proceeds for consulting services.

The consulting services (‘the Services”) include:

  1. Develop MSME investment financing strategy using the blue finance strategy development process, which will consist of
  1. viable intermediary based MSME investment financing strategies and requirement (capital and regulatory) including the integration of gender equality and inclusion of vulnerable communities;
  2. pipeline identification; and
  3. preparation and quantification of investment requirements, and options for investment structures and channeling.
  1. Analyse the landscape of financing options and mechanisms relevant to funding national and provincial coastal MSMEs and subsequently develop investment strategies to be presented to MoF (and relevant agencies) for implementation.

The duration of the contract is expected to be completed within 8 months. The detailed Terms of Reference (TOR) for the assignment can be request by sending email to ulp@bappenas.go.id.

The Indonesia Climate Change Trust Fund (ICCTF) - Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services i.e. firm’s profile (including shareholder structure) and description of similar projects, name of client, type of services provided and brief description of the services, name and location of projects, period of contract (starting date and completion date), and contract value.

 

 

 

The Consulting Firm Should:

  • Have experience minimum 10 years in assisting the development of MSME and/or financing strategy development
  • Have a familiarity to work with the national government and local stakeholders such as Provincial Government and community and private sector stakeholders.
  • Understand the regulation of the national government regarding coastal infrastructure, coastal spatial planning, marine protected area, national budgeting system, and including the Sovereign bond and non-sovereign bond
  • Have adequate knowledge in the field of preparation of policy documents using a participatory approach.

Key Experts will not be evaluated at the EOI shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17  of the World Bank’s Procurement Regulations for IPF Borrower [November, 2020], setting forth the World Bank’s policy on conflict of interest.

All processes and steps of procurement including proposal submission, announcement of evaluation results, announcement of winner, and contract will be done through the provided electronic procurement

 

Expressions of interest must be delivered at https://spseicb.lkpp.go.id/ before 20 Desember 2023 – 10.00 GMT+7.
