The Government of Indonesia has received financing from the World Bank toward the cost of the National Urban Development Project (NUDP). The Regional Infrastructure Development Agency under Ministry of Public Works and Housing intends to apply part of the proceeds for consultancy services.

The consulting service for Integrated City Plan (ICP) under the NUDP is key to ensuring efficient land use and enhancing mobility through compact, integrated settlements. The ICP will be aligned with regional and national spatial plans and focuses on infrastructure, facilities, and investment priorities. It serves as a bridge between spatial and development planning, guiding cities to become more inclusive and resilient. The ICP will incorporate global standards and principles, shaping the Capital Investment Plan (CIP) under the NUDP. The ICP will be implemented in 10 selected participating cities which will be organized under the following three regions: i) Sumatera and Kalimantan; ii) Java; and iii) Sulawesi, Maluku, and Papua. 

The consulting services (“the Service”) includes three separate contracts to be procured under the Package 1, Package 2, and Package 3, for the development of integrated city planning of the 10 cities within the respective region. Each of the contracts includes the following tasks:
a. Understanding Urban Development Plan and City Positioning; 
b. District Development Guidelines of Pilot Area Within Priority Area, and 
c. Preparation of Pre-Feasibility Study and Basic Design.
The activity shall be coordinated and follow the concept/methodology that shall be developed under the package of Integrated City Planning (ICP): Concept Design for Selected Areas in 10 Strategic Cities. The services are expected to be performed during a period of 12 months. The total estimated level of effort under Package 1 is approximately at 239 technical/professional staff months. The total estimated level of effort under Package 2 is approximately at 122 technical/professional staff months. The total estimated level of effort under Package 3 is approximately at 303 technical/professional staff months.

The BPIW now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services i.e. firm profile and description of similar projects, including project title project location/country, name of Client, type of services provided, period of contract, contract amount, starting and completion dates, and brief description of the services. 

The shortlisting criteria are for each package are: relevant experience of the firm in the last 10 years in the following key areas:
a. Urban infrastructure policies and strategies at national/state level;
b. Urban and regional planning;
c. Infrastructure development planning and programming;
d. Urban land use planning;
e. Building and developmental planning;
f.  Pre-feasibility and/or feasibility study at infrastructure or area level;
g. Basic design; and
h. Urban design and modelling

In addition, for a firm to be considered for shortlisting for more than one contract package, it must have satisfactorily completed during the last 10 years at least one contract of value not less than US$ 5 million equivalent covering the area of expertise required above.  Key Experts will not be evaluated at shortlisting stage. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may to associate with other firms (max. 4 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or Sub-consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. The contract of each package will be sign after the approval of the project extension.

Expressions of interest must be submitted electronically through SPSE ICB system of Ministry of Public Works and Housing latest by September 9th 2024.
